The San Francisco Municipal Transportation Agency (SFMTA), which manages transportation in the City, including the Municipal Railway (Muni), today announced the continuation of track improvement work on the Muni Metro system. From approximately 7 p.m., Friday, Oct. 21 to 5 a.m., Monday, Oct. 24, the SFMTA will install a temporary rail crossover and a platform for customers with disabilities on Church Street between Market and 15th streets. The construction will require the closure of southbound lanes on Church Street between Market and 15th streets as well as the use of Muni bus shuttles on the J Church light rail line between 18th Street and Market Street and a reroute of outbound 22 Fillmore buses. J Church trains will operate between Balboa Park and 16th Street. The N Judah will not be affected. The next weekend work for this project will be Nov. 4 to 7.

This work is part of the nearly two-year long Church & Duboce Track and Street Improvement Project that began this spring. It will ensure a safer, more reliable transportation network by replacing worn infrastructure and keeping Muni in a state of good repair.

Inbound J Line customers continuing downtown may transfer from the bus shuttle on Church Street to Muni Metro service at the Church Street Station. Outbound J Line customers should take a K Ingleside, L Taraval, M Ocean View or S Shuttle train to Church Street Station. To connect to J Church service to Balboa Park, customers may take a shuttle from the northwest corner of Market and Church streets and transfer to light rail service at 16th Street or 18th Street.

Muni Service Impacts

J Church Subway Service

  • S Shuttle trains will provide supplemental service in the Muni Metro subway between Embarcadero Station and Castro Station.
  • Church Street Station is the transfer point to street level service to the outer terminals on the J Line.

J Church Street Level Service

  • Outbound J Line customers can continue their trip at the 16th Street stop on Church Street.
  • J Line trains will serve all stops between Church and 16th streets and the Balboa Park Station.
  • The last inbound stop will be at Church and 16th streets. Customers can continue downtown by transferring to inbound subway service.
  • Accessible service for customers with disabilities will be provided by the J Church Supplemental Shuttle Bus. The northbound Shuttle will depart from 18th and Church streets and make a stop at 16th Street. The next stop will be at Market and Church. The southbound Shuttle will start from the temporary stop on Market and Church streets and stop at 16th Street. The next stop will be at 18th and Church.

22 Fillmore

  • The detour of the 22 Fillmore will only affect the outbound service.
  • Outbound bus service traveling to 3rd and 20th streets will be rerouted west on Market Street from Church Street, south on Sanchez Street, east on 16th Street and back to its regular route.
  • The outbound stop at Church and 16th streets will be temporarily moved from the northwest corner to the southwest corner.
  • Inbound bus service to Marina Boulevard and Bay Street will follow the regular 22 Fillmore routes.

Other Service

  • There will be no changes to service on the F Market, K Ingleside, L Taraval, M Ocean View, T Third, N Judah, N Owl or the 37 Corbett.
  • Extra S Shuttle trains will operate between Embarcadero and Castro stations.

Signs will be in place to direct customers to the temporary bus stops. SFMTA Ambassadors will be in the area to provide information and to assist customers in making connections on Muni bus and rail service.

Traffic Impacts

  • Southbound Church Street will be closed from Market Street to 15th Street.
  • Northbound Church Street will remain open but slow traffic is expected.
  • The southbound Church Street detour will divert traffic west at 14th Street, south on Sanchez Street, east on 15th Street and back to Church Street.
  • Westbound traffic on Market Street intending to travel south on Church will be detoured south on Sanchez Street and back to Church Street via 16th Street.
  • From eastbound Market traffic will detour for access to southbound Church Street via 14th Street, Dolores Street and 15th Street.
  • Parking restrictions will be enforced on both sides of Church Street in the construction zone.
  • Local access will be granted and all local businesses will remain open.

Community Outreach

A collaborative effort between various City agencies and local community groups, the Church & Duboce Track and Street Improvement Project is part of the SFMTA’s ongoing Capital Improvement Program.

This project incorporates community-based input and inter-agency support from the San Francisco Public Utilities Commission, Department of Public Works, City Planning Department, San Francisco Arts Commission and the San Francisco County Transportation Authority. By integrating infrastructure and streetscape enhancements along with Better Streets policies, the Church & Duboce Track & Street Improvement Project will create a safer, more attractive neighborhood environment that enhances all modes of transportation.

In addition to extensive community outreach during the design process, SFMTA outreach staff will work with neighborhood merchants and community groups to keep them informed.

Project Benefits

The project will revitalize the Muni system by upgrading Muni tracks and essential systems and provide numerous streetscape and infrastructure improvements to the surrounding neighborhood.

Streetscape improvements resulting from this project include:

  • Sidewalk extensions and special street paving treatments
  • Widened and beautified boarding islands with special paving treatments
  • Installation of new transit shelters with NextMuni electronic signs on boarding islands
  • Painted poles and decorative streetlight fixtures
  • A new, dedicated bike lane on Duboce between Church and Fillmore streets
  • A new crosswalk along westbound Market Street at Church and 14th streets
  • New seating, plantings and public art

Infrastructure improvements include:

  • Curb ramp upgrades
  • Water and sewer improvements
  • Streetlight replacement

Future J and N Line Shutdowns for the Church & Duboce Project

After the partial shutdown in November, track improvement work will require approximately nine weekend partial shutdowns of Muni rail service in the new year: five on the J Church Line and six on the N Judah Line.

In addition to the individual line shutdowns, there will be a nine-day partial shutdown of both J and N lines scheduled for May 2012 to replace the curved track at the intersection of Church and Duboce streets.
