MINUTES

  • Call to Order
    Chairman Daniel Weaver called the meeting to order at 4:00 p.m. 
  • Roll Call

EMSC Members present at Roll Call:  Steve Ferrario, Daniel Weaver, and Jamison Wieser

EMSC Members absent:  Greg Riessen and Ruth Wheeler

  • Announcement of prohibition of sound producing devices during the meeting.

The CAC Secretary made the announcement.

  • Adopt Minutes of August 25, 2010:

The Committee Chairman had issue with item #8, in regards to the St. Francis Circle Track Replacement Project and the traffic-calming approach towards St. Francis Circle.  There was one lane on eastbound Sloat towards south Junipero Serra.  DPT widened it to two lanes of traffic as part of the track replacement project.  Chair Weaver wondered why this was done as it appears to be in violation of the goals of trying to reduce the footprint of the intersection and calming vehicular traffic.

  • Report of the Chairman:  Dan Weaver

Members expressed an interest in a tour of the design of the Central Subway project and would like a tour of the design facility for the November 17th EMSC meeting.

  • Public Comment: 

Mr. David Pilpel expressed concern regarding the Potrero facility and articulated trolley buses.  Mr. Pilpel also commented on subway capacity and fleet planning and the technical restraints as to the subway itself; the turn at Church & Market streets; operational changes that could be made in the context of both subway capacity and fleet planning; and the status of the capacity study.

  • Depart for a tour presentation of the Kirkland Facility located at 2301 Stockton Street, San Francisco, discussion and possible action. (Paul Williamson, Maintenance Division Manager, Kirkland, Transit Services and Ayn Antonio, Transportation Manager, Kirkland, Transit Services)

The Committee arrived at the Kirkland facility at 5:00 p.m. and met with Paul Williamson, maintenance division manager, Kirkland, Transit Services, who gave a brief tour of the facilities and showed the area where buses are fueled and repaired.  Mr. Williamson briefed the Committee on the usual routine of the facility and preventative measures used to protect the yard from soil and groundwater contamination.

Ayn Antonio, transportation manager, Kirkland, Transit Services, also met with Committee members on the operation of the Kirkland facility and briefed the Committee on her tasks, which includes: express buses, school trippers, management issues, operators and priority runs.  Ms. Antonio mentioned the primary importance of safety for operators and passengers.  She also informed the Committee of new attendance policies to operator absentee issues and monthly safety meetings.

Steve Ferrario asked if faregates could have separate entrance and exit to make it speedier for passengers and to prevent passengers from getting trapped.  He inquired about the set-up and speed of the faregate doors.

Steve Ferrario asked if tickets for blocking transit are being issued at 18th & Castro to delivery companies (i.e. South Traders) and if so, would it be parking control or the police who would issue the tickets.

Jamison Wieser asked if Clipper fare machines can accept monies other than the specified amounts to add value to Clipper cards.
