MINUTES

  • Call to Order
    Chairman Daniel Weaver called the meeting to order at 4:02 p.m. 
  • Roll Call

CAC members, not on this committee, but also present:  Joan Downey

  • Announcement of prohibition of sound producing devices during the meeting.

The CAC Secretary made announcement.

  • Approval of Minutes

Committee member Steve Ferrario requested that the minutes be amended to state that two entrances and two exits at both Moscone and Chinatown station be added to item #9.

  • Presentation, discussion and possible action regarding subway service. (John Haley, Director of Transit Services, Transit Services)

John Haley was unable to attend meeting.  David Hill, Deputy Director, Transit Services, discussed the problems that caused delays to the system.  The Engineering department re-designed the sander hose.  30% of all vehicles have had retrofitted sander hoses installed.  Another issue that delayed service had to do with Automatic Train Control System (ATCS) and the axle counters.  Axle blocks needed new wiring and wiring switches were repaired.  Since these repairs were made however, but the ATCS still needs more upgrades.

  • Presentation, discussion and possible action regarding efforts to reconcile NextMuni information signs, destination signs, and verbal announcements. (John Haley, Director of Transit Services, Transit Services)

Chairman Weaver continued the item to the next month.

  • Presentation, discussion and possible action regarding phasing of the new fare gates and fare instruments. (David Hill, Deputy Director, Transit Services)

David Hill stated that all faregates and instruments for the Clipper system have been installed at all Muni stations.  The Construction Division handles all faregate issues and that all faregates have been improved dramatically since Construction has taken over control of the warranty portion of the contract.  Mr. Hill states that staff has fixed the problem with the antennas and its ability to download software information. 

Mr. Hill stated that the speed of the faregate doors can’t be quickened because it may injure another person.  Council member Ferrario mentioned that the system in London works much better because their system has designated exit and entrance gates. 

Mr. Hill stated that Clipper card users increased from 2% to 30% since introduction.  He noted that riders who use the 54 Felton and 28 19th Avenue buses are able to ride free because of a deal struck years ago.  Clipper cards do not charge Muni riders at the Daly City BART station.

  • Presentation, discussion and possible action regarding subway capacity.  (David Hill, Deputy Director, Transit Services)

Chairman Weaver stated that the money spent on the ATCS and vehicles, passenger throughput is still not at the level it was in 1997.  Chairman Weaver asked how this can be improved.    Mr. Hill stated that although there aren’t enough trains in the system, delays are also caused by dwell time in the stations by passengers boarding and exiting.   Committee member Riessen mentioned that he observed that dwell time at the Embarcadero Station was due in part to train operators, who take their time to board the LRV.  Supervisors should ensure that the train operator is moving swiftly.

Chairman Weaver inquired about purchasing low-floor streetcars from transit agencies that have reduced service.  Mr. Hill stated that although this sounds ideal, other transit cars are not able to run on our system.  Mr. Hill mentioned that the Santa Clara Valley Transportation Authority (VTA) says that we can have their unused vehicles, but we would have to get them. 

Chairman Weaver mentioned increase dwell time inside the tunnel appears to be frequent.  Mr. Hill stated that Metro Rail Operation (MRO) inspectors were placed at subway platforms and are now in the Line Management Center (LMC).   MRO inspectors contact Central Control to make changes as necessary.   

      Motion 110126.05

The SFMTA CAC recommends that a direct telephone connection between the Line Management Center (LMC) and the Metro Rail Operation (MRO) supervisor on the platform of the Embarcadero station be established, using the existing landline telephone to the platform and new wireless headset for the MROs.  This would enable the LMC to re-direct LRVs from one line to another for their outbound run.  As a consequence, this would reduce bunching and service would be better distributed.

Motion 110126.06

      The SFMTA CAC recommends that at least two MRO supervisors, equipped with wireless headsets, be stationed at the Embarcadero station during peak periods, one for he inbound and one for the outbound platform.

Motion 110126.07

      The SFMTA CAC recommends that MROs at the Embarcadero Station ensure that regular and relief operators exit and enter the LRVs as quickly as possible, in order to reduce dwell times for inbound and outbound vehicles.

Motion 110126.08

      The SFMTA CAC recommends that at least one MRO supervisor be stationed at all four non-subway terminals at all times in order to actively manage the schedule.

The 2011 meeting schedule was approved.  The committee will meet the fourth Wednesday of each month, but not in August.
