1. Call to Order / Roll Call (Agenda Item 1). The regular meeting of the Engineering, Maintenance & Safety committee (EMSC) was called to order at 3:07 p.m., Wednesday, May 9, 2007. Daniel Weaver (Chair) presided. A quorum was present including the following:

EMSC Members Absent: Bruce Oka

MTA CAC Members, not on this committee, but also present: None

MTA Staff (San Francisco Municipal Railway [MUNI] and Department of Parking and Traffic [DPT]) present: Debra Reed (MTA CAC Secretary), and Kim Walton (MTA Planning- Long Range).

Community Representatives Present: Edward Mason

6. Planning Projects (Discussion/Action)

Participating MTA staff – Kim Walton

Ms. Walton spoke of two plans, Glen Park (2003), and Balboa Park.

The Department of City Planning initiated Better Neighborhood Programs and Plans.

Glen Park:

The Planning department put out an RFP, but the General fund did not provide enough funds to create an efficient environmental statement and analysis for suggestions from the Better Neighborhood Plan, such as a bus loop (44, 26, 52 lines) around the Glen Park BART Station, Traffic Calming in front of the station, and create a connection between the J Church stop and the Glen Park BART Station. Topography in this narrow area included Caltran due to the 2 freeway entrances; also it included pedestrian traffic, bikes, vehicular interaction, as well as the J Church line.

Balboa Park:

Plans included pedestrian movement throughout the facility, better access, free passageway, bicycle improvements, such as South of BART along Geneva Avenue. The SFMTA would like to combine the 2 grants received, $625,000 from the Transportation Authority Proposition K and $200,000 from Safe Routes to Transit in 2005, to hire a consultant.

Questions and Comments from the EMSC

Dan Weaver asked about engineering plans and timeline. Response: The study focused on the movement of people and vehicles to develop a detailed document to be presented before the TA to show functional purpose of the project, along with input from the community. However the study did not involve preliminary engineering or implementation. The RFP would be written once the document is approved. Eligible firms, such as engineering firms, transportation firms, etc., could then go to the website to submit their proposals.

Steve Ferrario expressed concern about spending costs for a number project studies that never progress to implementation, or become subjected to runaway inflation due to long timelines.

Public Comment

Edward Mason asked would the Mission Street project from Excelsior to Geneva co inside with the better access project by Muni or Better Streets for the Balboa corridor. Response: Yes.

Would the TEP traffic calming and enhancements project for the Balboa corridor between Mission Street and Balboa Park along the 29 Monterey line work together? Response: Yes.
