Regular Meeting Minutes

Wednesday, October 10, 2007 at 3:00 p.m.

1. Call to Order / Roll Call: Chairman Weaver called the meeting to order at 3:01 p.m.

EMSC Members present at Roll Call: Daniel Weaver (Chairman), Steve Ferrario and Jamison Wieser.

EMSC Members present, but absent at Roll Call: Bruce Oka arrived at 3:20 p.m.

SFMTA CAC Members, not on this committee, but also present: Daniel Murphy

SFMTA staff and other city departments present: Frank Lau (SFMTA Acting Project Engineer – NextBus), Carter Rohan (SFMTA – Senior Director Transportation Planning & Development), Peter Albert (SFMTA – Deputy Director Transportation Planning & Development) and Debra Reed (SFMTA CAC Secretary).

2. Adopt Minutes for September 12, 2007:

Motion to adopt minutes: unanimously approved (Absent: Bruce Oka).

3. Public Comment concerning any issue within the jurisdiction of the Council and not noted on the agenda: None

4. Report of the Chairman: Dan Weaver

No report.

5. Subway Station Platform Monitors: (Discussion/Action) Frank Lau

Mr. Lau stated that the Agency received positive feedback regarding the NextBus display from the public, the Mayor’s office, as well as SFMTA Executive Director Nathaniel Ford. 42-inch flat-screens have been installed at all the Metro stations featuring NextBus data.

Comments and Questions from the EMSC

Steve Ferrario pointed out that NextBus information may be easy to read, but the information was often wrong. Mr. Ferrario preferred the reliability of ATCS. He felt that a lot of money was being spent to end up with erroneous information. Mr. Lau said that ATCS reports information on trains that are in the tunnel whereas NextBus reports on information for trains both outside the tunnel and inside the tunnel using a prediction method.

Jamison Wieser felt that it was unnecessary for NextBus screens to display the entire railway system throughout San Francisco. Mr. Wieser will forward his suggested mockups for easier readability to Mr. Lau.

Motion: The SFMTA CAC recommends that the direct ATCS Track Presentation be displayed on the new Subway Platform Video Monitors, until a new proposed presentation has been methodically tested for "ease of use" and "accuracy". The level of accuracy for any new proposed presentation shall be equal to or better than the current ATCS display.

Motion passed unanimously.

6. Streetcar Parking/Storage and Maintenance Requirements for the Next 25 Years: (Discussion/Action) Carter Rohan and Peter Albert

The merger of Muni and DPT properties has opened up opportunities for new vehicle storage sites ideally that will be closer to service terminals. Mr. Albert stated that the SFMTA’s mixed-use developments should include vehicle storage, especially for the LRV fleet growth over the next 30 years.

Mr. Albert asked that the item be continued to allow additional staff participation.
