MINUTES

1. Call to Order:
Chairman Murphy called the meeting to order at 5:37 p.m. 

2. Roll Call:

SFMTA CAC members present at Roll Call:  Art Cimento, Joan Downey, Steve Ferrario, Daniel Murphy, Greg Riessen, Marc Salomon, Dorris Vincent, and Dan Weaver

3. Announcement of prohibition of sound producing devices during the meeting.

The CAC Secretary made the announcement.

4. Approval of Minutes: 

Council member Vaughan suggested that the minutes be revised under item #10, “Presentation, discussion and possible action regarding ParkMerced” to include a motion that was not approved regarding parking spaces.

6. Public Comment: 

Oliver Graves stated that Muni has a long list of rules regarding bus stop implementation and does not see why the public cannot be part of the process.

Edward Mason stated that there is no money for infrastructure and does not see Muni improving since the Mayor decided to plant trees instead of funding Muni.

Mark Ballew arrived at 6:15 p.m.

7. Continue discussion and possible action regarding recommendations from the Operations and Customer Service Committee (OCSC).

Motion 110831.01

The SFMTA CAC reaffirms our support for all-door boarding systemwide by early 2012; more effectively deploy proof-of-payment inspectors, including moving their headquarters to a more central location.  We support increasing the cash fare to encourage use of a Clipper card.  We support comprehensive outreach to passengers.

Council member Salomon moved that the motion be amended to include the following, “The SFMTA CAC recommends adjusting fares to encourage use of Clipper cards and working with communities to educate and assist in the transition to Clipper” at the end.

On motion to amend Motion 110831.01:  Approved

Council member Ballew moved that the motion be amended to include the following, “The SFMTA CAC recommends” before “more effectively deploying proof-of-payment inspectors” in the second sentence.

Motion 110831.02

The SFMTA CAC recommends that the SFMTA add information on their website concerning rules and regulations regarding street cleaning parking rules.

8. Continue discussion and possible action regarding recommendations from the Engineering, Maintenance and Safety Committee (EMSC).

Motion 110928.04

The SFMTA CAC recommends that the F-Line Fort Mason extension proposed stops on the block between Hyde and Larkin be moved one block away, either east or west, dependent on station spacing and good operating practices.

Council member Weaver stated that the motion was brought up at the last EMSC meeting when street artists discussed the effects of the F Line extension.  The F Line extension would eliminate street artists’ space placing a heavy burden on their livelihood. 

Council member Cimento moved that the motion be amended to include the following, “The SFMTA CAC recommends that the SFMTA, as a cooperating agency, incorporate the spirit of this motion in the final EIS prior to the Record of Decision” to the end.

Council member Salomon moved that the motion be amended to include the following, “In order to protect and stabilize visitors serving small and micro-businesses” to the beginning of the motion.

Public Comment:

James Millard expressed doubts the SFMTA is listening to street artists’ concerns about the proposal to extending the F-Line to Fort Mason. 

Brian Linwell commented on how the F-Line Fort Mason extension would affect his livelihood as a caricaturist.

Brian Robert commented about the traffic and people congestion along Jefferson heading toward Ghiradelli Square. 

Larry Silva commented about traffic in front of his business, the Buena Vista, and believes the EIR study didn’t compute holiday and weekend traffic congestion when there is a higher volume of tourist.  Mr. Silva stated that placing a shelter in front of the Buena Vista would create a traffic jam and would be a mess.

Jimmy Shaw commented that moving the bus stop a half block away from Leavenworth and Jefferson would save 10 street artists’ space.

Sharon McDougllas-Steneck commented about the traffic caused by buses coming down Hyde Street and the constant stream of pedestrians and believes it is a dangerous situation.

Dave Dougal commented that seniors may appreciate a stop at the Maritime Museum.

Cheryl Chan commented that she has been in the street artists program for the past 22 years, and if the bus stop was moved to another block it would be the best idea and would show support towards the artists.

Howard Lazar, director of the Street Artists’ Program, commented that he been in the program for the past 39 years.  Mr. Lazar stated that permits for artist space are not awarded, but distributed by lottery and to add another impact would make it harder for their livelihood.

Michael Tugendman commented about foot traffic, the cable cars and vehicles on Beach Street and said that adding a train station would double congestion.

9. Presentation, discussion and possible action regarding Balboa Park station area transportation update. (Frank Markowitz, Senior Transportation Planner, Sustainable Streets)

Frank Markowitz stated that BART and SFMTA are planning upgrades, including a pedestrian bridge walkway and other safety and accessibility improvements.  Mr. Markowitz stated that improvements will be completed by December 2012.

10. Presentation, discussion and possible action regarding service standards. (Christopher Veatch,  Principal Administrative Analyst, Finance & Information Technology)

Chris Veatch reviewed the FY2011 Year-End service standards report and discussed improvements.  Mr. Veatch stated that staff and other stakeholders are in the process of improving performance measures.

Public Comment:

Edward Mason stated that there is a massive cloud concerning automation and maintenance.  He believes we need to be more vocal to obtain resources to maintain Muni. He would like to know how much it would cost to fix the system.

11. Continue discussion and possible action regarding the CAC Taxi Committee.  (This item was continued from the July 7, 2011 meeting.)

Chairman Murphy continued this item to the next meeting.

12. Committee Members’ requests for information.  (For discussion only)

  • Joan Downey would like to know why the police, not DPT, are issuing “No Parking” signs and charging $160.  She stated this was discussed a few years ago and believed that Sonali Bose had included it in one of her budget presentations.
  • Joan Downey stated that extensive road and sidewalk work is being done at MLK in Golden Gate Park and that the pedestrian crosswalk request one or two years ago at the OCSC meeting does not seem to be part of the plan.  She would like to know if a crosswalk can be painted across MLK in front of the main entrance to the Botanical Garden.  Ms. Downey says this is a safety issue as people jaywalk since the closest crosswalks are quite far away.
  • Dorris Vincent stated that the passenger seating has been replaced at the LaSalle & McKinnon stop along the T Line.
  • Mark Ballew would like to know if a stop can be added for the 52 Excelsior at the east side of the Forest Hill station.
  • Mark Ballew would like an update on the Geary and Van Ness BRT.
  • Greg Riessen would like to know the plans for a Muni Centennial in 2012.
