If a member or members of the Municipal Transportation Agency's Board of Directors, who are not a member of the Policy and Governance Committee attends and participates in this meeting, that Committee meeting shall also constitute a special meeting of the San Francisco Municipal Transportation Agency Board of Directors, which shall be chaired by Director Lee, Chairman of the Policy and Governance Committee.

 ORDER OF BUSINESS

1. Call to Order

The meeting was called to order by Chairman Lee at 9:02 a.m.

2. Roll Call

3. Approval of Minutes

On motion to approve the minutes of the November 18, 2011: unanimously approved.

4. Director’s Report

No report.

5. Public Comment

Edward Mason discussed the impact that commuter buses have on public transit and traffic and relayed an incident that occurred at 24th and Castro Streets. He urged that the TEP include these

David Pilpel stated that since Tuesday’s meeting, he looked at the real estate contract. It looked like a “who’s who” of former MTA or City people at high rates. There may be at least one conflict of interest. Rudy Nothenberg was appointed to the Bond Oversight Committee. He asked staff to look at that issue and see if there’s a conflict.

Director Reiskin suggested that it would be good to present the Transportation Authority’s study of commuter and tour buses to the committee.

6. Presentation, discussion and possible action of upcoming SFMTA Board/Parking Authority Commission items. (No explanatory documents.)

  • Controller’s Audit on work orders

Tonia Lediju and Kathleen Scoggins, Controller’s Office discussed the SFPD, DPW, Treasurer/Tax Collector, 311 and the City Attorney’s response to the audit.

  • Overtime Report

PUBLIC COMMENT:

Ed Mason asked about the age of the workforce and whether the agency can replace the workforce with people who have the skills and knowledge to do the work. He asked if the SFMTA was reaching out to schools to entice them into jobs and wondered whether the SFMTA can fill positions with adequately trained personnel when people retire.

  • Analysis of Holiday Enforcement Policy

Jay Primus, Finance and Information Technology, presented the item.

  • Restrictions for Oversized Vehicles

Jay Primus, Finance and Information Technology, presented the item.

Cammy Blackstone, Sup. Carmen Chu’s office spoke in support.

  • Fines for bicycles on sidewalks and double parking

On motion to support this item returning to the SFMTA Board for their consideration:

Approved: Ayes – Brinkman, Lee and Oka

  • Operations Scorecard

John Haley, Director, Transit Services, summarized the report.

PUBLIC COMMENT:

Edward Mason spoke about the intrusion into the subway by a private vehicle and suggested installing prongs to prevent vehicles from entering.

Jeremy Miller stated that Operations needs to take into account the safety of passengers. The current set up of Muni security includes discriminatory practices where trains are being patrolled. There can be extreme abuses such as the tragic shooting last year. He added that he had requested public records last October that has not been addressed.

7. Presentation, discussion and possible action regarding the operation of the SFMTA Board of Directors/Parking Authority Commission.
