1.  Call to Order

The meeting was called to order by Chairman Beach at 9:01 a.m.

2.  Roll Call

3. Approval of Minutes

On motion to approve the minutes of the April 14, 2009 Regular Meeting: unanimously approved.

4. Executive Director’s Report

No report.

5. Public Comment

None.

6. Discussion of upcoming SFMTA Board/Parking Authority Commission items. (No explanatory documents.)

  • FY10 Service Standards adjustments

Travis Fox, Manager, Strategy & Performance presented the report. 

Chairman Beach asked that staff look at weighted vs. unweighted ridership and provide a side-by-side comparison.  For future service standard reports, he also requested that staff show the five best and the five worst lines in terms of on-time performance; when ready, to compare on-time performance results measured manually and by using a GPS system; and to provide an explanation regarding why PCO and DPT shop absenteeism was high.  Director Lee requested that staff provide additional information to clarify the number of employees that each percent relates to.

Carter Rohan, Senior Director, Transportation Planning & Development presented the staff report.

  • Bike Plan

Oliver Gajda, Manager, Bicycle program, presented the staff report.

  • SFMTA Central Control & Communications

Patty DeVlieg, Manager, Central Control & Communications program, presented the staff report.  Bob Beck, Transbay Joint Powers Authority, discussed the Transbay Terminal project as it relates to SFMTA’s Central Control and Communications Project.

7.  Discussion regarding the operation of the SFMTA Board of Directors/Parking Authority Commission. 

  • Contracting Policy

Chairman Beach continued the item to the next meeting.

8. Discussion and vote pursuant to Administrative Code Section 67.10(d) as to whether to conduct a closed session and invoke the attorney‑client privilege.

On motion to invoke the attorney-client privilege: unanimously approved.

11.  Pursuant to Government Code Section 54956.9 and the Administrative Code Section 67.8 (a) (3), the Municipal Transportation Agency Board of Directors will meet in Closed Session to discuss and take action on attorney‑client matters in the following case:

ADJOURN CLOSED SESSION AND RECONVENE OPEN SESSION - The closed session was adjourned at 10:25 a.m.

12. Announcement of Closed Session.

Chairman Beach announced that the Policy and Governance Committee met in closed session to discuss the Lin case with the City Attorney.  The committee took no action.

13. Motion to disclose or not disclose the information discussed in closed session.

On motion to not disclose the information discussed: unanimously approved.
