Accessible parking is available at the following locations: two (2) designated blue curb spaces on the southwest corner of McAllister Street at Van Ness Avenue; and the Performing Arts Garage (entrance on Grove Street between Franklin and Gough Streets, immediately behind the San Francisco War Memorial and Performing Arts Center).

KNOW YOUR RIGHTS UNDER THE SUNSHINE ORDINANCE

A meeting is a public forum and broad reign must be given to a speaker’s right to self-expression.  A member of the public has the right to criticize the policy body’s programs, practices, policies and services, as well as its members and staff.  The presiding officer nonetheless may reasonably confine a speaker’s comments to the agenda item being addressed or, for general public comment, to the subject matter jurisdiction of the policy body.

A policy body has the power to adopt reasonable rules and regulations relating to public comment.  Govt. Code Section 54954.3(b); Admin.Code Section 67.15(c). The Sunshine Ordinance requires all policy bodies to allow each member of the public to speak once on each calendar item for up to three minutes.  Admin. Code Section 67.15. The policy body may limit public comment on an agenda item to less than three minutes per speaker, based on such factors as the nature of the agenda item, the number of anticipated speakers for that item, and the number and anticipated duration of other agenda items.

Government’s duty is to serve the public, reaching its decision in full view of the public.  Commissions, boards, councils and other agencies of the City and County exist to conduct the people’s business.  The Sunshine Ordinance assures that deliberations are conducted before the people and that City operations are open to the people’s review.  For more information on your rights under the Sunshine Ordinance (Chapter 67 of the San Francisco Administrative Code) or to report a violation of the ordinance, contact Adele Destro, Interim Administrator by mail to Sunshine Ordinance Task force, City Hall, 1 Dr. Carlton B.
