The San Francisco Municipal Transportation Agency (SFMTA), which manages transportation in the city, including the Municipal Railway (Muni), today reminds customers and San Francisco residents and visitors of the continuation of track improvement work on the Muni Metro system, starting Friday. Construction for the Church & Duboce Track and Street Improvement Project and the Carl Street Rail Replacement Project will require bus shuttle substitution on the N Judah Line, disruption to the J Church Line, reroutes of the 22 Fillmore and N Owl and traffic detours the weekend of August 17. These projects are essential to keeping Muni in a state of good repair and will provide pedestrian and street improvements.

The construction hours will be from 8 p.m., Friday to 5 a.m., Monday. Muni service adjustments and traffic detours will need to start an hour earlier at 7 p.m. on Friday and will continue through construction hours. As with the previous construction weekends for these projects, which began in February, the construction dates have been coordinated between both the Church & Duboce and Carl Street projects to minimize inconvenience to residents, businesses, Muni customers, motorists and bicyclists.

During the construction weekend, the N Line will be shut down with substitute service provided by bus shuttles from Ocean Beach to Church Street. No N Line service will be operated in the Metro subway; however, supplemental rail service will be in place between Castro Station and the Caltrain Station at 4th and King streets. The J Church Line will operate between the Balboa Park Station and Market Street. J Line customers will need to transfer between the Church Street Metro Station and the Church Street stop between Market and 15th streets.

Muni Service Impacts

  • N Judah Bus Shuttles
  • N Judah bus shuttles will operate all weekend between Ocean Beach and Church Street.
  • From La Playa to Arguello the N buses will follow the regular N Line route.
  • East of Arguello the N service will re-route around the construction and street closure.
  • The service will run as an express between Cole and Frederick and Castro and Duboce.

J Church

  • Rail service on the J Church Line will only operate between the Balboa Park Muni Metro/BART Station and Church and Market streets.
  • J Church customers can transfer at Church and Market streets between regular J Line service on the street and Metro subway service provided by the K, L, M and T lines between Church Station and Embarcadero Station.

22 Fillmore

  • The 22 Fillmore Route will need to detour around Church and Duboce streets.

N Owl

  • The N Owl will run between Ocean Beach and Caltrain (4th & King) with a detour on Frederick Street instead of Carl Street and a detour around Church and Duboce streets. N Owl bus service will be re-routed from Carl Street onto Frederick Street.

Traffic Impacts

  • The construction will require the closure of northbound Church Street between Market and Hermann streets.
  • One driveway to the Safeway Plaza will be closed on Church Street; those on Market Street will remain open.
  • Fillmore Street will be closed between Hermann Street and Duboce Avenue.
  • Carl Street will be closed in both directions between Arguello Boulevard and Willard Street.
  • Hillway Avenue will be closed at Carl Street
  • Eastbound Carl Street will be closed between Shrader and Cole streets.
  • Westbound Carl Street will be closed between Clayton and Cole streets.
  • Judah Street at 10th, 11th, 23rd and 25th avenues will require partial lane closures in both directions.
  • Traffic control officers and police officers will direct traffic at critical intersections.
  • Street parking will not be available in and around the construction sites.
  • Temporary bus stops on Frederick Street (two at Cole and one at Stanyan) for the N bus shuttles will require parking removal as will the extension of the bus stop at 14th and Church streets.
  • Electronic message signs will be used in affected areas to alert traffic
  • Local access will be granted and all local businesses will remain open.

SFMTA Ambassadors will be in the area to provide information and to assist customers at transfer points.

The August 17 weekend work on the Church & Duboce project will include track work on Duboce Avenue between Church and Webster streets as well as sewer work on Duboce Avenue between Fillmore and Church streets and on Church Street between Duboce Avenue and Market Street. The Carl Street project will include track replacement on Carl Street between Arguello Boulevard and Willard Street, including demolition. Crews will also install bulb-outs or sidewalk extensions on Carl Street just east and west of Cole Street. In addition, Muni Maintenance of Way personnel will repair pavement along the Judah Street trackway at 10th, 11th, 23rd and 25th avenues.

Future J and N Line Shutdowns

The Church & Duboce Track and Street Improvement Project and the Carl Street Rail Replacement Project will require multiple partial rail service shutdowns or disruptions on the J Church and N Judah Muni lines and reroutes of local Muni bus service during the construction that will be completed in 2013.

Future construction is scheduled for the weekend of September 14.

All dates and details are subject to change due to weather or other operational issues.

These projects will provide:

  • New track for a smoother, faster ride on Muni
  • Bulbouts to enhance safety and boarding at N Judah Line stops
  • Curb and ramp upgrades
  • Water and sewer improvements
  • Overhead wire pole and streetlight pole replacement
