Thursday, April 4, 2013, at 5:30 p.m. MINUTES 1. Call to Order: Vice Chairman Weaver called the meeting to order at 5:38 p.m. 2. Roll Call: SFMTA CAC members present at Roll Call: Mark Ballew, Joan Downey, Steve Ferrario, Katie Haverkamp, Susan Vaughan, Dorris Vincent, Dan Weaver, Roland Wong, and Frank Zepeda SFMTA CAC members absent at Roll Call: None SFMTA CAC members absent: Art Cimento, Daniel Murphy, Marc Salomon, and Colbert Tse 3. Announcement of prohibition of sound-producing devices during the meeting: The CAC Secretary made the announcement. 4. Approval of Minutes: Public Comment: None On motion to approve the minutes of March 7, 2013: Approved Ayes –Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Nayes – None Absent – Cimento, Murphy, Salomon, and Tse 5. Report of the Chair (For discussion only): None 6. Public Comment: Edward Mason commented on traffic congestion; disruption to public transit service; and diversion of traffic during large events in the City. Vice Chairman Weaver suggested that the OCSC discuss large event planning that impacts traffic at their next meeting. 7. Presentation, discussion and possible action regarding the Hara Report and Taxi 101 overview. (Christiane Hayashi, Director, Taxi Services, Taxi & Accessible Services) Christiane Hayashi discussed the SFMTA’s taxi strategic plan goals; Propositions A and K; taxi medallions and permits; regulations of the taxi industry; taxi shortage; unregulated transportation services; and the Hara Report draft. Ms. Hayashi will forward a copy of the report after approval from the City Attorney’s Office. Public Comment: Edward Mason commented on his neighbor’s experience while waiting for a cab and non-licensed vehicles-for-hire. Maiheim Kawaihae commented on taxi stand access at Muni stops. 8. Presentation, discussion and possible action regarding the One Bay Area Plan. (Jonathan Rewers, Manager and Matthew Brill, Principal Financial Analyst, Capital Financial Planning and Analysis, Finance & Information Technology) Matthew Brill discussed the plan, which included street-related and transportation programs, bicycle; pedestrian; and school projects; and funding. Jonathan Rewers discussed financing; development of an allotment plan; and the Transportation Effective Project (TEP). Vice Chairman Weaver suggested that Mr. Rewers and Mr. Brill return in late summer to discuss the revenue bond list. Public Comment: Edward Mason commented on funding for projects; infrastructure; maintenance of trees; jobs; housing; and commuter buses. 9. Discussion and possible action regarding responding to the S.F. Civil Grand Jury Report entitled, “Better Muni Service Needed, Without Switchbacks. Council member Ferrario recommended that the CAC’s response to the Office of the Controller’s request for Status of the Recommendations by the Civil Grand Jury 2011-12 read: The SFMTA CAC will not implement as we have neither the responsibility nor the authority for Recommendation (#). Please contact the SFMTA for their action plan. Public Comment: None On motion to approve Council Member Ferrario’s recommendation: Approved Ayes – Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Absent – Cimento, Murphy, Salomon, and Tse 10. Discussion and possible action regarding recommendations from the Operations and Customer Service Committee (OCSC). Motion 130312.01 The SFMTA CAC recommends that new operator training include MTAP training. Public Comment: None Council member Ferrario suggested adding language to include availability; procedures and how to request personnel. Council member Downey suggested that the MTAP acronym be spelled out. On motion to amend Motion 130312.01: Approved Ayes – Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Absent – Cimento, Murphy, Salomon, and Tse The motion as amended reads as follows: Motion 130312.01 The SFMTA CAC recommends that new operator training include Muni Transit Assistant Program (MTAP) availability and procedures and how to request MTAP personnel. On motion to approve Motion 130312.01 as amended: Approved Ayes – Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Absent – Cimento, Murphy, Salomon, and Tse Public Comment: None Motion 130312.02 The SFMTA CAC recommends that MTAP staff be increased for the MTAP so they can cover more lines and education in the schools. On motion to amend Motion 130312.02: Approved Ayes – Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Absent – Cimento, Murphy, Salomon, and Tse Vice Chairman Weaver suggested changing the word “more” to “additional”. The motion as amended reads as follows: Motion 130312.02 The SFMTA CAC recommends that Muni Transit Assistant Program (MTAP) staff be increased so they can cover additional lines and education in the schools. On motion to approve Motion 130312.02 as amended: Approved Ayes – Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Absent – Cimento, Murphy, Salomon, and Tse Motion 130312.03 The SFMTA CAC recommends that the CAC write a letter to the superintendent of schools suggesting that there should be more staggered times for the start and end time of a school day to alleviate congestion on the Muni vehicles. Council member Zepeda suggested that this recommendation be brought back to the OCSC for more discussion. Mr. Zepeda also suggested that staff from Service Planning discuss alleviating crowding for middle and high school students at the OCSC meeting. Public Comment: Edward Mason commented on potential fights between students from different schools while riding on buses. Motion 130404.01 The SFMTA CAC recommends that Muni Transit Assistant Program (MTAP) personnel coordinate their effort with the Mayor’s Office of Civic Engagement’s Community Ambassadors Program to work together and coordinate their activities. Public Comment: None On motion to approve Motion 130404.01: Approved Ayes – Ballew, Downey, Ferrario, Haverkamp, Vaughan, Vincent, Weaver, Wong, and Zepeda Nayes – None Absent – Cimento, Murphy, Salomon, and Tse 11.
