 MINUTES  
  Call to Order: Chairman Murphy called the meeting to order at 5:43 p.m.

  Announcement of prohibition  of sound producing devices during the meeting. The CAC Secretary made the announcement. On  motion to  approve the minutes of March 3, 2011: Ayes – Burns, Cimento, Ferrario, Haverkamp, Murphy, Vaughan, Vincent, and Weaver
 Absent – Downey,  Humphrey, Riessen, Sterbentz, and Wieser
 Public Comment:  None 
  Report of the Chair (For  discussion only):  Chairman Murphy welcomed Debra Reed.  On a sadder note, the Chairman stated SFMTA  Director Cameron Beach passed away suddenly.   The Chairman discussed Director   Beach’s accomplishments in  transit in the City and that he would be missed. Chairman Murphy stated that senior staff will be reviewing  CAC and Committee agendas.   The Chairman  stated that the issue regarding cleaning stops and Clear Channel will be  tracked closely.  Let him know if issues  continue. Chairman Murphy stated that dispatchers were  re-trained regarding phone etiquette and how to gather information. None. 
  Discussion and possible  action regarding recommendations from the Finance and Administration Committee.  Motion 110407.02 The  SFMTA CAC recommends that Proof-of-Payment (POP) inspectors be instructed not  to issue citations to Clipper card holders on vehicles where one or more card  readers is malfunctioning. On motion to approve Motion 110203.01: Approved Ayes – Burns, Cimento, Ferrario, Haverkamp, Murphy,  Vaughan, Vincent, and Weaver                   Absent – Downey,  Humphrey, Riessen, Sterbentz, and Wieser 
  Discussion and possible  action regarding recommendations from the Engineering, Maintenance and Safety  Committee. Motion 110407.03       The SFMTA CAC  recommends that the SFMTA Board of Directors develop a Central Subway plan that  promotes bicycle usage.       The SFMTA CAC  further recommends that ample secure and monitored bicycle parking be located  inside all Central Subway stations and that a plan to provide securing of all  stored bicycles and the monitoring of all bicycle storage areas.       The SFMTA CAC further recommends that some mezzanine space at  all stations be dedicated to secure bicycle parking and that grooves designed  for bicycle wheels be installed along stairwells (like the ones at the 16th  and Mission BART station) and that every effort be made to prepare stations for  bicycle-ready light rail vehicles.   Presentation, discussion  and possible action regarding the TEP Implementation Plan.  (Julie Kirschbaum, Service Planning Manager,  Transit Division) Chairman Murphy welcomed members of the TEP  council.   Julie Kirschbaum stated that staff  had been working together in the last six weeks implementing TEP strategies to  take to the next level and this information is on the project website. The TEP is looking at all aspects of Muni  service.  Ms. Kirschbaum stated that they  studied origins and destinations.  This  research was conducted by phone and callers responded that reliability and time  were most important.   Ms. Kirschbaum stated that since February 2008 staff  had held 11 public workshops and has made tremendous progress in applying the principals  of the TEP.  Staff had focused on the  capital program, including the “State of Good    Repair” and vehicle reliability.  Ms. Kirschbaum provided a DVD of the TEP  Implementation Strategy dated April 5, 2011 to the Council.   The Implementation strategy identifies the funding  needed to reduce travel time, improve customer experience and continuing to  develop relationships with communities, Muni and employees to make the project  a success.  The TEP did not recommend  changes to Market, Geary or Van Ness.   The Geary BRT will address these corridors.   
  Presentation, discussion  and possible action regarding the redesign of Masonic Avenue. (Javad Mirabdal, Transit  Planner, Sustainable Streets Division) Javad Mirabdal apologized for not being able to  attend the last meeting.  Mr. Mirabdal  stated the Masonic Avenue  design study is interdepartmental with Planning and DPW and that staff is  looking at existing conditions and what can be done to improve it. Masonic Street runs north and south and that portions  of the sidewalk are 20 feet wide and that there are 167 existing street parking  along the corridor.  There is peak-side  towaway parking during a.m. and p.m. hours to allow for third extra lane  driving. Staff has conducted three workshops to present  existing conditions and to show options of future design surveys.   Staff is in the process of taking survey  design study to a public hearing. 
  Committee Members’ requests  for information.  (For discussion only)Katie Haverkamp stated that  she was and was caught in a windstorm at 29th & Lincoln where a branch  fell onto the canopy.  She called 311 to  report the hazard and was given a follow-up number for tracking purposes.  She would like to find out the status of this  report.Susan Vaughan stated she would  like to know if the Giants pay Muni to provide additional bus service and Parking  Control Officers (PCOs) during games.   Ms. Vaughan would like to know what service is impacted to the rest of  the City.Mary Burns stated she read  an article in the Chronicle about an operator who was caught texting while  driving a bus.  Ms. Burns would like to  know the policy on drivers texting and threatening passengers.Susan Vaughan would like to  know the status of Proposition G and work orders. Schedule upcoming calendar items.  (For discussion only)Next  regular meeting:  Thursday, May 5,  2011, at 5:30 p.m.
