MINUTES

  • Call to Order:
    Chairman Daniel Murphy called the meeting to order at 5:45 p.m. 
  • Roll Call:

SFMTA CAC members present at Roll Call:  Joan Downey, Griffith Humphrey, Daniel   Murphy, Janel Sterbentz, Susan Vaughan, Dan Weaver, Ruth Wheeler, and Jamison Wieser

SFMTA CAC members absent at Roll Call:   Cesar Perez and Dorris Vincent

SFMTA CAC members absent:  Mary Burns, Art Cimento, Steve Ferrario, and Greg Riessen

  • Announcement of prohibition of sound producing devices during the meeting.

The CAC Secretary made the announcement.

  • Approval of Minutes: 

On motion to approve the minutes of September 2, 2010: Adopted

Report of the Chairman: Daniel Murphy

Chairman Murphy informed the Council that John Haley had been called to a fatality involving Muni and a bicyclist, and therefore would not be able to be present item #7.  Chairman Murphy welcomed the new CAC Secretary.

  • Public Comment: 

Logan Holloway commented on the Clipper card system. 

David Pilpel commented on recent incidents in the subway with the ATCS system; and the service restoration plan.

  • Presentation, discussion and possible action regarding Clipper Card implementation. (John Haley)

  • Presentation, discussion and possible action regarding the Capital Investment Plan. (Darton Ito and Timothy Papandreou)

  • Presentation, discussion and possible action regarding the bicycle and pedestrian program.  (Damon Curtis, Supervising Engineer, Livable Streets Subdivision, Sustainable Streets)

Damon Curtis briefed the Council on the organizational structure of Sustainable Streets, which includes bicycle, pedestrian, traffic-calming and school safety.  Items included the Twin Peaks pathways; Townsend Street and Embarcadero bike lanes; eastbound traffic at 10th and Market Street; a traffic-calming plan on Junipero Serra and Ashton; work-in-progress at Fell and Masonic; and the bike lane at Market and Octavia. 

Mr. Curtis mentioned that the SFMTA is seeking legislative approval to enforce the red light at Market and Octavia.  He also commented that the SFMTA is looking into various designs for bike lanes using colorization and mentioned the Market Street Revitalize 2012 Project.

Public Comment:

David Smith commented about lighting for the bike crossing at Fell and Masonic.

Logan Holloway commented about the safety of passengers when exiting the J-Line at 22nd and Church.

  • Discussion and possible action regarding recommendations from the Operations and Customer Service Committee (OCSC).

Motion 100713.01

The SFMTA CAC recommends that the SFMTA actively seek to reduce the number of intersections at which pedestrians must press a button in order to activate a walk phase, except in locations where such elimination would significantly impede the speed of transit vehicles.  The SFMTA CAC is not recommending a reduction in accessible pedestrian signals, which are valuable to vision-impaired pedestrians, and is recommending only a reduction in the types of signals where a button press is necessary to activate a walk phase.

On motion to adopt Motion 100713.01:  Adopted

Motion 100914.01

The SFMTA CAC recommends that the SFMTA Board of Directors support training of other city agencies or utilities regarding the impact they have on transit operations.

On motion to adopt Motion 100914.01: Adopted

Motion 100914.02

The SFMTA CAC recommends to the SFMTA Board of Directors the following changes and additions to the Daily Operations Report:

  • Add the lines affected for the not-outs
  • Add a column to report the percentage of operators absent
  • Change the time for reporting line delays from greater than 20 minutes to greater than 10 minutes
  • Add a report line for each transit line that shows the on-time daily performance

In addition, the user should have the ability to drill down to access the raw data behind any number on the report.  In general, the report should be organized to show, where possible, a comparison to the key operations service standards on a daily basis, instead of waiting for a quarterly compilation.

      On motion to amend Motion 100914.02: The amendment was adopted.

      The motion as amended reads as follows:

The SFMTA CAC urges the SFMTA Board of Directors to strongly support the removal of three parking spaces as recommended by staff to make it possible for the 39 Coit to make a safe U-turn at the top of Union Street.

On motion to amend Motion 100914.03: The amendment was adopted.

WHEREAS, The City and County of San Francisco has a transit-first policy, the SFMTA CAC urges the SFMTA Board of Directors to strongly support the removal of three parking spaces as recommended by staff to make it possible for the 39 Coit to make a safe U-turn at the top of Union Street.

On motion to approve Motion 100914.03 as amended: The motion was adopted.

  • Discussion and possible action regarding recommendations from the Finance Committee (FAC).

Motion 100721.02

The SFMTA CAC recommends that the SFMTA Board authorize a nexus study and economic impact study on charging a stall fee for free, privately owned parking lots.

On motion to adopt Motion 100721.02: Adopted

  • Committee Member requests for information: (For discussion only)
  • Daniel Weaver would like to know if there are plans to do bulb-outs on Church, particularly at the 22nd Street stop; and if there will be an enforcement policy to prevent vehicles, including bicyclists from passing a stopped LRV.
  • Joan Downey would like to know the policy for surfboards on Muni.
  • Joan Downey mentioned that when calling Enforcement to report parking violations, the dispatcher replies with questions.  Ms. Downey would like to know what details the dispatcher is supposed to ask for.
  • Joan Downey would like to know if there is an outreach person for the Clipper program who could meet with neighborhood associations to familiarize residents with the Clipper program.
  • Daniel Weaver would like to know the policy for diesel bus drivers who take their break and leave their diesel bus running.
  • Jamison Wieser would like to know why the Clipper fare gates don’t have the SFMTA logo.  Mr. Wieser states paper ticket machines are designated “Muni” as opposed to SFMTA or Clipper.
  • Jamison Wieser wants to know if a CAC member’s broken Translink card can be replaced with a Clipper card.
