MINUTES

1. Call to Order:

Vice Chairman Dan Weaver called the meeting to order at 5:32 p.m. 

2. Roll Call:

SFMTA CAC members present at Roll Call:  Mark Ballew, Joan Downey,      Steve Ferrario, Katie Haverkamp, Marc Salomon, Susan Vaughan, Dan Weaver, Roland Wong, and Frank Zepeda

SFMTA CAC members absent at Roll Call: Colbert Tse

SFMTA CAC members absent:  Art Cimento, Daniel Murphy, and Dorris Vincent

3. Announcement of prohibition of sound-producing devices during the meeting.

The CAC Secretary made the announcement.

4. Approval of Minutes:

On motion to approve the minutes of October 4, 2012: Approved

5. Report of the Chair (For discussion only):

Vice Chairman Weaver stated that Daniel Murphy was ill and expected to return in January 2013.   

6. Public Comment: 

None

7. Discussion and possible action regarding the development of CAC agenda items for 2013.

Roberta Boomer suggested that the Council review the most recent Strategic Plan Progress Report to develop agenda items. 

Suggested topics for CAC agenda items included:

  • Basing fares on income
  • How the agency will provide better updates to the public
  • Presentation on the subway, including an overview of how it works; weak and issues; and a list of capital projects and how they align.
  • Plans for opening restaurants for allowing vendors in the subway
  • Plans for cleaning the subway, walls, display signs, escalators, and elevators
  • Wi-Fi on Muni
  • The process to clear cars blocking the tracks
  • How bicycle improvements are prioritized and implemented and short-term and long-term planning
  • Update on Geary BRT
  • Transit changes for Market Street
  • Update on Van Ness BRT
  • How to deal with kids on buses after school
  • Graffiti
  • How the CAC recommendations were incorporated into the Strategic Plan
  • Report on the O’Hara Taxi report
  • Taxi 101 overview
  • Illegal cabs (i.e. Uber/Lyft)
  • Legislative report
  • Ramped taxis
  • Transit plan for Warriors stadium - “One Bay Area” plan
  • Supervisor Scott Wiener’s car share legislation
  • BOS legislation and collaborative policy that impacts transit

Public Comment:

Edward Mason suggested the following topics: legislative actions; commuter buses; and Transportation Authority projects.

David Pilpel commented on the Strategic Plan Project Report and about learning lessons from other advisory councils.

Colbert Tse arrived at 6:28 p.m.

8. Discussion and possible action regarding recommendations from the Operations and Customer Service Committee (OCSC).

      Motion 121113.01

The SFMTA CAC recommends that SFMTA use existing street-level platforms to board able-bodied passengers and use the center platform exclusively for people with disabilities for boarding at the end of special events at the ballpark.

Council Member Ferrario discussed the configuration of the platform in front of the ballpark.  He expressed concern for passenger safety when boarding after ballpark events.

   Motion 121113.02

The SFMTA CAC recommends that the Recreation & Parks Department collect a transit fee for special-permitted events to defray the cost of providing extra transportation service.

Council Member Downey discussed collecting a transit fee for one-time events for large gatherings, such as Hardly Strictly Bluegrass and Outside Lands that rely on public transportation. 

Council Member Ferrario stated that this recommendation suggests that the CAC believes special event promoters should pay a transit fee for extra transportation services.

Public Comment:

Edward Mason commented that conventioneers in San Jose pay an extra fee for transportation and are given a transit pass along with their exhibition badge.    Mr. Mason believes this aids the transit system and speeds boarding.

9. Discussion and possible action regarding recommendations from the Engineering, Maintenance and Safety Committee (EMSC).

Motion 121127.01

      The SFMTA CAC recommends that the On-Street Parking Management Plan recently adopted by the SFMTA Board of Directors be reconsidered and further discussed at a public meeting of the Board.

      The SFMTA CAC itself, as well as members of the public, did not have an opportunity to present their positions on this matter in a public forum within a SFMTA Board meeting.

      This item was continued to the next meeting.

10. Committee Members’ request for information. (For discussion only)

  • Joan Downey stated that the tracks at 9th & Irving and Carl & Cole need greasing.  Ms. Downey stated that the tracks are greased weekly, but they do not seem to have been greased recently because the tracks are loud when trains travel in those areas.  Ms. Downey would like to know when the tracks will be greased.
  • Joan Downey would like to know if the tracks in the Sunset tunnel have been replaced and what is the speed limit.
  • Susan Vaughan would like to know if large development projects, i.e. Bayview, Hunters’ Point Shipyard, and Mission Bay will be exempt from paying the TIDF.
  • Susan Vaughan would like to know if the exemptions that were passed at the Board of Supervisors’ meeting on December 5, 2012 will be locked in for five years.
  • Marc Salomon would like to know how limited buses (inbound and outbound) are dispatched for special events.  Mr. Salomon stated that he took a 5 Fulton Limited to the Hardly Strictly Bluegrass, but that after the event, there were no 5 Fulton Limited buses.
  • Marc Salomon stated that Nelson/Nygard has a contract to do consulting on the Northeast Mission parking plan.  Mr. Salomon would like to know the nature of the contract and if he can get a copy of the contract.
