MINUTES

1. Call to Order:


Chairman Murphy called the meeting to order at 5:31 p.m. 

2. Roll Call:

SFMTA CAC members present at Roll Call:  Mark Ballew, Joan Downey,      Steve Ferrario, Daniel Murphy, Marc Salomon, Susan Vaughan, Dan Weaver, Roland Wong, and Frank Zepeda

SFMTA CAC members absent at Roll Call: Dorris Vincent

SFMTA CAC members absent:  Art Cimento, Katie Haverkamp, and Colbert Tse

3. Announcement of prohibition of sound-producing devices during the meeting.

The CAC Secretary made the announcement.

4. Approval of Minutes:

On motion to approve the minutes of January 3, 2013: Approved

5. Report of the Chair (For discussion only):

Chairman Murphy expressed gratitude to Dan Weaver for chairing CAC meetings during his absence.  Chairman Murphy also thanked the council members for their well wishes.

6. Public Comment: 

None

7. Presentation, discussion and possible action regarding the real-time map for surface and subway transit options on the mezzanine level of the Van Ness Station. (Donovan Corliss, Application Developer, Finance & Information Technology)

Donovan Corliss discussed the design competition; features; and placement of the real-time map display.  The map display features movement of vehicles and arrival times; summary of other vehicles; the time of day and weather; and SFMTA Twitter messages. 

Dorris Vincent arrived at 5:50 p.m.

Public Comment:

David Pilpel expressed support for the motion.  Mr. Pilpel commented on the audience for the display and the Metropolitan Transportation Commission.

Eric P. Scott commented on the technology for the real-time map display and the current signs.

Motion 130207.01

The SFMTA CAC recommends that the Real-Time map and Sign Pilot Project displays be placed in BART/Muni stations with the existing static local area maps, as well as in the Muni-only Metro stations.

The SFMTA CAC further recommends that, if possible, these displays be incorporated into the Clear Channel video displays in Muni shelters.

The SFMTA further recommends that the Real-Time Map and Sign Pilot project displays be expanded to a display in a business to demonstrate the benefits of such displays to businesses and their customers.

8. Presentation, discussion and possible action regarding the Transit Effectiveness Project (TEP) update. (Sean Kennedy, Planning Manager, TEP, Transit Services)

Sean Kennedy reviewed the TEP initial study and the Church Street Transit Only Lane and 76X Marin Headlands projects.

The initial study discusses potential impacts across 18 environmental categories.  Most categories did not have significant impacts.   The draft EIR will be released in the summer and the final EIR in the winter of 2014.

Mr. Kennedy discussed the delay of painting the bike lanes on Church Street and the schedule/route changes of the 76X Marin Headlands bus.

Public Comment:

Edward Mason commented on bus stops on Church Street; commuter buses; and the paint for bike lanes.

9. Discussion and possible action regarding bike strategy recommendations from the Engineering, Maintenance and Safety Committee (EMSC).

Motion 130123.01

The SFMTA CAC recommends that the SFMTA Board adopt the proposed Bicycle Strategy.

Council member Weaver discussed the bike strategy.

Council member Salomon stated that he had not seen public support or outreach for the plan.  Council member Salomon also commented on the bike lanes at Divisadero and Fell Streets.

Council member Vaughan commented on the plan and stated that as a bicyclist, she would like to have employees watch her bike when she parks.

Council member Wong commented on the JFK cycle track.

Chairman Murphy moved that the motion be amended to include language that supports more input from public stakeholders on the bike plan.

Marc Salomon left at 7:50 p.m.

The motion as amended reads as follows:

Motion 130123.01

The SFMTA CAC recommends that the SFMTA Board adopt the proposed Bicycle Strategy.

And the SFMTA CAC further recommends that the SFMTA seek greater public input on the draft Bicycle Strategy from a wide range of public stakeholders.

10. Discussion and possible action regarding recommendations from the Engineering, Maintenance and Safety Committee (EMSC).

(This item was continued to the next EMSC meeting.)

Motion 121127.01

      The SFMTA CAC recommends that the On-Street Parking Management Plan recently adopted by the SFMTA Board of Directors be reconsidered and further discussed at a public meeting of the Board.

      The SFMTA CAC itself, as well as members of the public, did not have an opportunity to present their positions on this matter in a public forum within a SFMTA Board meeting.

11. Committee Members’ request for information. (For discussion only)

  • Joan Downey would like to know if bus operators can turn the GPS on or off or correct malfunctions when there is an issue with NextBus arrival time information.
  • Joan Downey would like to know why there are up to four cable cars parked at the end of the line at Bay and Taylor Street.
  • Joan Downey would like to have an excel spreadsheet of past CAC resolutions.
  • Joan Downey would like to know if there are traffic-calming measures on Ashbury Street from Clayton to Haight Street.
  • Mark Ballew would like to know which entity runs the red light camera and if the SFMTA approves placement of red light cameras.
  • Susan Vaughan stated that the Richmond branch library recently installed bike racks and she would like to know if the Agency installed them.  Ms. Vaughan would also like to know if the SFMTA had anything to do with selecting the bike rack, and if so, how can the bike racks be removed.
  • Susan Vaughan would like to know if the bike share plan (similar to the City Car share program) is a SFMTA plan.
