MINUTES
1. Call to Order
Chairman Weaver called the meeting to order at 4:00 p.m.
2. Roll Call

CAC members not on this committee, but also present: None
3. Announcement of prohibition of sound producing devices during the meeting.
The CAC Secretary made the announcement.
4. Approval of Minutes:

5. Report of the Chairman (For discussion only):
Chairman Weaver stated that he was asked by Chairman Daniel Murphy if the committee could use another member and that the Chairman would ask Dorris Vincent if she was interested.

7. Presentation, discussion and possible action regarding the Central Control and Communications Program. (Frank Lau, Project Manager, Capital Programs and Construction)
(This item was continued from the November 30, 2011 meeting)
Frank Lau stated that a tour could not be done at the new Central Control facilities until the MTA has possession of the lease, which will be in September 2012. Officially, staff will have tenancy of the space in April 2013. Between September and April 2013, the building owner will be decommissioning the previous tenant’s materials and constructing the new Central Control facility.
Mr. Lau discussed the budget information provided in the July-September 2011 Quarterly report and provided reports of billable hours of the project. Mr. Lau stated that cost of the project includes construction of the space, tenant improvement, consultants and in-house staff.

8. Presentation, discussion and possible action regarding service expansion during peak hours on lines with high ridership demand. (John Haley, Director, Transit Services)

Julie Kirschbaum, Transit Service Planning Manager, discussed the Transit Effectiveness Project (TEP) recommendations and the capacity and constraints of the system. Vehicle expansion is one of the biggest challenges to the Agency.
Ms. Kirschbaum stated that staff is giving score card presentation on certain routes to the SFMTA Board of Directors. The Transit Director adopts one route a month and studies ways to improve that route. The 29 Sunset and 18 19th Avenue routes have been studied with slight improvements to service during school hours and for operator rest periods.
Public Comment:
Edward Mason inquired if there is a consideration of SPUR doing a study of rail line from 19th Avenue on the west side rather than the middle of the road to extend Park Merced. Mr. Mason also inquired if there is a funded plan to create a BRT line from Hunters Point to Candlestick Point and the Bayshore Caltrain station.
9. Committee Members’ requests for information (For discussion only)
- Steve Ferrario requested to see the architectural and electrical plans for the new central control facility. (Frank Lau replied the plans should be completed by April and will provide at that time.)
