MINUTES

  • Call to Order
    Chairman Weaver called the meeting to order at 4:02 p.m. 
  • Roll Call

EMSC Members present at Roll Call:  Steve Ferrario and Daniel Weaver

EMSC Members absent:  Greg Riessen and Jamison Wieser

CAC members, not on this committee, but also present:  Joan Downey

Chairman Weaver appointed Joan Downey to serve as Pro Tem

  • Announcement of prohibition of sound producing devices during the meeting.

The CAC Secretary made the announcement.

  • Approval of Minutes

Chairman Weaver stated that David Pilpel’s comments regarding the emergency exits for the Central Subway project on page three be clarified.  David Pilpel stated that he did not suggest an emergency egress for the Central Subway.  Mr. Pipel clarified his comment stating that the pantograph broke in the tunnel and tore down the overhead wires causing the train to stop in the tunnel.

On motion to approve the minutes of June 22, 2011: Approved as amended

  • Public Comment: 

Roland Wong stated that at times automobiles do not stop for passengers who are exiting or boarding at LRV platform stops.  Mr. Wong would like to know if LRVs can use red flasher lights, like school buses, to ensure vehicles stop at LRV platforms so passengers can board or exit safely.

  • Presentation, discussion and possible action regarding bicycles on light rail vehicles. (John Haley, Director, Transit Services)

David Puglisi, Senior Transit manager, discussed bicycles on LRVs and stated that folding bikes are now allowed on trains.  Mr. Puglisi stated that Muni’s LRVs are high-floor and narrow and to make room to allow bicycles on the train would mean removing seats.  He stated the Committee can plan for a field trip to a metro yard to view spacing for bicycles on LRVs.

Public Comment:

Edward Mason stated that there has been the committee should visit a metro yard and look into allowing bicycles on LRVs before a recommendation is made. 

David Pilpel stated that two options can be to have flip-up seats closest to the articulation or use the existing seats that already flip-up and place hooks at the tops of the holding bars to allow bicycles to attach to a hook.

  • Presentation, discussion and possible action regarding the Church and Duboce Rail Replacement project.  (Ming Gu, Capital Programs and Construction)

Ming Gu, Project Manager, discussed background information on the Church and Duboce Rail project.  Ms. Gu stated that the contract was award in February 2011 and the notice-to-proceed issued in March 2011.  Ms. Gu discussed the various components of the project, including the water main replacement, the widening and zoning of the track work and bike lane and bus shelters.  Ms. Gu stated that the contract should be completed by March 2012.

  • Presentation, discussion and possible action regarding deadheading streetcars.

Chairman Weaver stated that deadheading cars appears to be back in force and why does this happen.  David Puglisi discussed situations when streetcars are deadheaded.  Mr. Puglisi stated that the decision to deadhead cars are done on a case-by-case basis.

Public Comment:

David Pilpel stated that he has seen signs on LRVs that state they are heading toward the garage when they are deadheaded. 

  • Discussion and possible action regarding emergency services staffing.

Chairman Weaver stated that Ted Unaegbu was a one-person staff and that the committee should recommend the Agency be staffed with more people in order to be better prepared for an emergency.  Chairman Weaver stated that there should be adequate staffing and assumes that staff is looking into having more staff in place.

Public Comment:

David Pilpel commented that the way the City looks at these things, and it may happen at some point, but he’s more interested in smaller emergencies, for example, a fire on Mission Street or in the subway, which are more likely to occur and harder to plan for.
