MINUTES
1. Call to Order
Chairman Weaver called the meeting to order at 4:05 p.m.
2. Roll Call
EMSC Members present at Roll Call: Steve Ferrario and Daniel Weaver
EMSC Members absent: None
CAC members not on this committee, but also present: Susan Vaughan and Roland Wong
3. Announcement of prohibition of sound producing devices during the meeting.
The CAC Secretary made the announcement.

6. Public Comment:
Edward Mason commented on large, freight trucks driving down on steep hills, specifically at 23rd & Church Street. Mr. Mason stated that trucks have gotten stuck on Muni tracks which have caused delays. Mr. Mason inquired if the SFMTA can disseminate information about which streets are not recommended for large vehicles.
7. Presentation, discussion and possible action regarding the operation of the K and T lines during the morning and evening rush periods. (John Haley, Director, Transit Services)
Chairman Weaver inquired about a daily operations report for June 15 regarding relay failure that occurred at 1608 and 1648 at the Castro station. Davide Puglisi replied that the failure was due to an older relay delay that controls the switches and interlock of the train. Mr. Puglisi stated that staff is in constant communication between the line management center and Central Control in monitoring the system.

8. Presentation, discussion and possible action regarding major service definition. (Julie Kirschbaum, Transit Service Planning Manager, Transit Division)
Julie Kirschbaum discussed definitions of major service changes and when it is applied. Defining major service change can occur when: 1) there is a system wide change in annual revenue hours or miles of five percent or more; 2) a schedule change on an individual route resulting in a change in annual revenue hours or miles on the individual route of 25 percent or more; 3) a schedule change on an individual route resulting in a change in the daily span of service on the individual route of four hours or more; 4) introducing a new route; or 5) eliminating a segment 1/3 mile in length or longer of an individual route where no parallel alternative service exists within 1/3 mile.

9. Presentation, discussion and possible action regarding the passenger information program for the Muni Metro system. (Paul Rose, Media Relations Officer, Administration, Safety & Training Division)
Paul Rose discussed the procedures for passenger information that is displayed in stations, street cars and on Twitter.

10. Presentation, discussion and possible action regarding the schedule and goals for the ATCS system enhancements. (David Rojas, Project Manager, Capital Programs & Construction Division)
David Rojas discussed the plans for the ATCS system management center upgrade; a sub-system for the Lenox operation control center. Mr. Rojas stated that this project will support the removal of the Legacy system. The new center will be located at 1455 Market Street.
