Regular Meeting Minutes

1. Call to Order / Roll Call
Chairman Daniel Murphy called the meeting to order at 5:31 p.m.

SFMTA CAC members present at Roll Call: Mary Burns, Emily Drennen, Steve Ferrario, Griffith Humphrey (departed at 7:45 p.m.), Daniel Murphy, Cesar Perez, Norman Rolfe, Ruth Wheeler and Jamison Wieser.

SFMTA CAC members present, but absent at Roll Call: Greg Riessen (arrived at 5:35 p.m.), Dorris Vincent (arrived at 6:00 p.m.) and Daniel Weaver (arrived at 5:37 p.m.).

SFMTA CAC absent: Art Cimento and Joan Downey.

2. Adopt minutes of March 10, 2008:

On motion to adopt minutes: approved, Ayes – Burns, Ferrario, Humphrey, Murphy, Perez, Rolfe, Wheeler and Wieser. (Absent: Ciminto, Downey, Riessen, Vincent and Weaver)

3. Public Comment concerning any issue within the jurisdiction of the Council and not noted on the agenda: none

4. Report of the Chairman: Daniel Murphy

Chairman Murphy welcomed the newest CAC member Ruth Wheeler appointed by Mayor Gavin Newsom.

5. Staff Report (Discussion/Action) Carolina Celaya

Carolina Celaya, CAC Liaison, presented the staff report.

6. Operating Budget FY 2009 and FY 2010 (Discussion/Action) Sonali Bose

Sonali Bose, CFO/Director of Finance and Administration, presented the updated FY2009 and FY2010 operating budgets.

Emily Drennen made the following recommendation:

WHEREAS Muni riders using discount Fast Passes cannot use their Fast Passes on the intra-San Francisco BART system, despite 25 years of advocacy from these communities; and

WHEREAS SFMTA staff is proposing to increase the discount Fast Pass ride by 50% in Fiscal Year 2010;

THEREFORE BE IT RESOLVED that the SFMTA CAC urges the MTA Board to remove the discount Fast Pass proposal from the Fiscal Year 2009-2010 budget, and not revisit the idea of increasing discount Fast Pass rates until discount Fast Passes are valid on the intra-San Francisco BART system.

On motion regarding the discount Fast Pass proposal:

Approved: Ayes – Burns, Drennen, Ferrario, Humphrey, Murphy, Perez, Riessen, Rolfe and Weaver.

Nays – Vincent, Wheeler and Wieser

Absent - Cimento and Downey

Steve Ferrario made the following recommendation:

The SFMTA CAC recommends that the SFMTA Board adopt the staff revenue proposals described in the chart titled "FY 2008-2009 and FY 2009-2010 Budget Balancing Options" in the presentation titled "Operating Budget: 2008-2009 and 2009-2010 Projections" dated April 3, 2008, except as provided in other recommendations by the SFMTA CAC, and

The SFMTA CAC further recommends that the agency move forward as soon as possible with the demand responsive parking price program, also known as SFpark.

On motion regarding revenue proposals:

Approved: Ayes – Burns, Drennen, Ferrario, Humphrey, Murphy, Perez, Riessen, Rolfe and Weaver.

Nayes – Vincent, Wheeler and Wieser

Absent - Cimento and Downey

Chairman Murphy made the following recommendation:

The SFMTA CAC recommends that, beginning in Fiscal Year 2010, adult, senior, youth, and disabled Fast Passes be priced at constant multiples -- which may be different for each fare category -- of the corresponding cash fare.

On motion regarding fast passes priced at constant multiples:

Approved: Ayes – Burns, Drennen, Ferrario, Humphrey, Murphy, Perez, Riessen, Rolfe, Weaver, Vincent, Wheeler and Wieser.

Absent - Cimento and Downey

7. Q2 FY08 Service Standards Presentation (Discussion/Action) Travis Fox

Travis Fox, Principal Administrative Analyst, reviewed the proposed FY09 service standards and goals.

Griffith Humphrey departed at 7:45 p.m.

8. Committee Reports:

9. Recommendation from a CAC Committee (Discussion/Action)
Operations and Customer Service Committee (OCSC)

Motion 080317.04

RESOLVED, That the SFMTA CAC recommends that A1: the on-time performance measure be defined as the schedule adherence for those lines with headways greater than ten minutes and defined as the headway adherence for those lines with headways less than ten minutes. On-time performance will be a composite number depending on the type of line.

FURTHER BE IT RESOLVED, That the SFMTA CAC recommends that A4: the SFMTA use Automatic Passenger Counter data for buses. Use passenger traffic checkers to collect more data for rail. Load factor should be a percent of peak-time runs where the load factor exceeds 85%.

FURTHER BE IT RESOLVED, That the SFMTA CAC recommends that the SFMTA eliminate A5.

FURTHER BE IT RESOLVED, That the SFMTA CAC recommends that the SFMTA add the number of pedestrian deaths to the agency performance standards.

On motion regarding the Service Standards Report to be discussed further at further at a future Operations and Customer Service Committee meeting:

Approved: Ayes – Burns, Ferrario, Humphrey, Murphy, Perez, Riessen, Rolfe, Vincent, Weaver, Wheeler and Wieser.

Absent - Cimento, Downey and Griffith

The SFMTA CAC recommends that the SFMTA add the number of pedestrian deaths to the agency performance standards.

On motion to include pedestrian deaths for agency performance standards:

Approved: Ayes – Burns, Ferrario, Humphrey, Murphy, Perez, Riessen, Rolfe, Vincent, Weaver, Wheeler and Wieser.

Absent - Cimento, Downey and Griffith

10. Recommendation from a CAC Committee (Discussion/Action)
Operations and Customer Service Committee (OCSC)

Motion 080317.05

WHEREAS, The service standards data and analyses are critical to improving SFMTA performance.

THEREFORE BE IT RESOLVED, That the SFMTA CAC recommends that additional resources and personnel be dedicated to this function.

The motion regarding additional resources for service standards data was continued for further discussion at an Operations and Customer Service Committee meeting.

11. Committee Members’ Questions/Information Requests: (Discussion)

What precautions are being implemented to prevent autos from trespassing into Metro tunnels? (Weaver)

In what way does the Regional Rail transportation plan affect the SFMTA? (Rolfe)

Will the SFMTA have a poster campaign addressing passenger backpacks bumping seated patrons? (Wheeler)
