Members of the Citizens' Advisory Council who are not members of the EMSC may attend Committee meetings. In the event that a quorum of the entire Council is present, the Committee shall act as a Committee of the Whole. A vote of the Committee of the Whole does not constitute final Council action; the full Council must ratify all Committee action. Disability Access The meeting location is near the Balboa Park Station at 425 Geneva Avenue, in Conference Room 244, San Francisco. From the lobby, turn right into the hallway. Conference Room 244 is the last room down the hall on the right side. The meeting location is wheelchair accessible. BART and the SFMTA’s J-Church, K-Ingleside and M-Ocean View lines travel to the Balboa Park Station. Accessible SFMTA bus lines to the Balboa Park Station are the 9X 9AX 9BX, 26-Valencia, 29-Sunset, 36-Teresita, 43-Masonic, 49-Van Ness, 54-Felton and the 88-BART Shuttle.
