Chairman Daniel Weaver called the meeting to order at 4:04 p.m.

7. Presentation, discussion and possible action regarding Light Rail Vehicle capacity in the Metro Subway.

John Haley, director, Transit Operations, was unable to attend the meeting. 

Members of the EMSC discussed possible solutions for improving service reliability in the subway, the feasibility of running the J Church Line on Market Street rather than in the subway and BART’s future plans for increasing its service in San Francisco.

8. Presentation, discussion and possible action regarding upgrades to the Automatic Train Control System.  (Thomas Kennedy and Patty DeVlieg)

Thomas Kennedy, deputy director, Maintenance of Way, Transit Operations, stated that the SFMTA has a $1 million American Recovery and Reinvestment Act grant to replace the loop cable.  Seventy-five percent of loop cable failures are due to LRV sander hoses that damaged the loop cable.  Staff is looking into protective covering solutions for the cable.  Preparation for the project is expected to be completed by the end of October 2010.  The cable replacement project is expected to commence in January 2011.  Patty DeVlieg, project manager, Capital Programs and Construction Division, stated that the loop replacement is a maintenance project. 

Ms. DeVlieg explained that over the next five to ten years, the various Automatic Train Control System (ATCS) component subsystems will be replaced.  The ATCS System Management Center subsystem replacement, currently underway, is the first of these capital-funded ATCS replacement projects.  SFMTA’s goal is to improve the reliability of the system with minimal impact to service.

9. Presentation, discussion and possible action regarding the SFMTA Emergency Plan.  (Thomas Kennedy)

Thomas Kennedy, deputy director, Maintenance of Way, Transit Operations, stated that the Federal Transportation Administration (FTA) will review the newly prepared draft SFMTA Emergency Plan after MTA staff has submitted the final draft. When the FTA review findings are complete, the SFMTA will be invited to respond. 

Steve Ferrario stated that taxis should be included in the emergency plan.  He stated that EMSC members would like to review the plan for input before the draft plan is finalized. 

Chairman Weaver requested a presentation on the Emergency Plan and the FTA audit of Muni operations at a future EMSC meeting when the draft Emergency Plan and the FTA audit become available. 

10. Presentation, discussion and action regarding the Central Control and Communications Program.  (Patty DeVlieg)

Patty DeVlieg, project manager, Capital Programs and Construction, stated that the Central Control and Communications Program (C3), consists of several projects to relocate various SFMTA command-and-control functions into an integrated and modernized Operations Control Center (OCC), and to outfit the new OCC with new systems.  One key criterion recommended in a 2008 study was to develop both a primary and a secondary OCC in different geographical locations.  Management expanded that view to include real-time command and control of traffic, transit operations, taxi services, pedestrian, bicycle, SFMTA security functions, and room for future expansion as the SFMTA takes on additional transportation responsibilities. The 2009 survey of potential locations included: the Bank of America data center at 1455 Market; the new Transbay Terminal; the Muni Overhead Lines building; the Muni Metro East facility; the 1 South Van Ness Avenue building; the Central Subway Transit Oriented Development site; and the Operations Central Control location.  The cost to retrofit 1455 Market is $30 million, and the cost to build a facility at the new Transbay Terminal is $130 million.  The 1455 Market site was chosen because of its lower cost, spaciousness, already built infrastructure, amenities and a potential construction schedule in sync with the Radio Replacement Project installation schedule.  The consultant of the final systems design and integration for the Central Subway project is designing the C3 facility and replacement systems. The 1455 Market space will become the primary OCC upon completion.  The OCC facility on Lenox Way may be developed as the interim secondary OCC. The new Transbay location remains a potential OCC site. The SFMTA identified $30 million in funds from various sources, including the Transportation Authority, state I-bonds and 5307 Federal Transit Administration funds. The Department of Real Estate is negotiating a lease agreement with the landlord for the SFMTA to occupy 1455 Market by 2012.
