Regular Meeting Minutes

1. Call to Order / Roll Call:  Chairman Weaver called the meeting to order at 3:31 p.m. 

EMSC Members present at Roll Call:  Steve Ferrario and Daniel Weaver

EMSC Member absent:  Jamison Wieser

SFMTA CAC Members, not on this committee, but also present:  Greg Riessen, Norman Rolfe and Ruth Wheeler

2. Adopt Minutes of April 23rd and June 11th of 2008

On motion to adopt April 23, 2008 minutes: Adopted: Ayes – Ferrario and Weaver. 
(Absent – Wieser)

Adoption of the June 11, 2008 minutes was continued.

3. Public Comment concerning any issue within the jurisdiction of the Council and not noted on the agenda:  None

4. Report of the Chairman:  Dan Weaver

No report.

5. Graphic Design for Video Monitors at Van Ness Avenue (Discussion/ Action) Frank Lau and Murray Bond

Frank Lau, Project Engineer, NextBus, presented an overview of the graphic design changes for the video monitors at the Van Ness station.

Mr. Ferrario said that it was not necessary to display symbols for trains located outside the tunnel.  Ruth Wheeler said that she found details about trains outside of the tunnel to be useful.  Mr. Lau stated that waiting passengers were interested in outside train locations when it pertained to their particular line. 

Mr. Ferrario said that a fellow CAC member was not pleased with video maps and that he preferred a list of train arrival times.  Mr. Lau stated that he would relay the suggestion to incorporate list messaging for arrival times into the overhead display.

Ruth Wheeler asked if video monitor graphics could be made available on E-Alert.  Murray Bond, Deputy Director of Strategic Communications, said that E-Alert did not have enough power to accommodate video graphics due to funding. 

Public Comment

Chris Campbell recommended reading the blog at SF.CURBED.com.  He stated that there was enough room to display both real time information and icons on the same screen.  He presented his mockup of train tunnel locations and train arrival times.  He pointed out revenue opportunities for advertisement. 

6. NextMuni and E-Alert Connection (Discussion/Action) Murray Bond

Murray Bond, Deputy Director of Strategic Communications, stated that the E-Alert service offered subscribers a menu of up-to-date information regarding Muni’s transit lines, elevators and escalators.  He invited the SFMTA Citizens’ Advisory Council to volunteer for the E-Alert beta test.

7. BREDA Fleet Performance - Major problems and failures:  (Discussion/Action) John Byrd

John Byrd, Deputy Director for Rail Operations, provided an overview of rail fleet performance.

Mr. Ferrario asked about alternative maintenance programs, such as roaming repair crews.  Mr. Byrd stated that the Maintenance division is in the process of identifying resources to support end-of-line cleaners and a pre-maintenance running repair group.

Mr. Ferrario asked about improvements in next year’s fiscal budget for the Maintenance department.  Mr. Byrd said that $25 million has been identified, but it is yet to be allocated. 

8. Amendments to the EMSC Motions of June 11, 2008 (Discussion/ Action)

Chairman Weaver appointed Greg Riessen to serve as pro tem for Jamison Wieser.  

Motion 080611.01
The SFMTA CAC recommends that given the present train control and signaling system's instability and the overall reduction of passenger throughput of the Metro Subway since 1998, the ATCS should be replaced with a manual system.

Additionally a matching manual system should be installed in the new Central Subway, resulting in increased stability at a decreased cost.

Chairman Weaver amended Motion 080611.01 to replace the sentence “The SFMTA CAC recommends that given the present train control and signaling system's instability and the overall reduction of passenger throughput of the Metro Subway since 1998, the ATCS should be replaced with a manual system” with the sentence “Given the present train control and signaling system’s instability and overall reduction of passenger throughput of the Metro Subway since 1998, the SFMTA CAC recommends that the Automatic Train Control System should be replaced with a manual system.” 

Without objection Motion 080611.01 reads as follows:

Given the present train control and signaling system's instability and the overall reduction of passenger throughput of the Metro Subway since 1998, the SFMTA CAC recommends that the Automated TrainControl System should be replaced with a manual system.

Additionally a matching manual system should be installed in the new Central
Subway, resulting in increased stability at a decreased cost.

Steve Ferrario moved to approve Motion 080611.01 as amended.

On motion to adopt Motion 080611.01: Adopted: Ayes – Ferrario, Riessen and Weaver.  (Absent - Wieser)

Motion 080611.02
The SFMTA CAC recommends leaving the original signal system, as installed, in the subway.  Money currently budgeted for its removal should be used for research, engineering and design of an entirely new manual system to replace Automatic Train Control System.

On the motion to adopt Motion 080611.02: Adopted: Ayes – Ferrario, Riessen and Weaver.  (Absent - Wieser)

Motion 080611.03
The SFMTA CAC recommends that when the track diamonds are replaced at Church and Market, an outbound track be added to allow streetcars to turn left from Market Street to Church Street.  This would be a companion to the existing inbound track, which allows a right turn from Church Street to Market Street.

Chairman Weaver amended Motion 080611.03 to add the sentence, “This addition to an already planned re-tracking project would provide additional flexibility for the streetcar fleet.”

Without objection Motion 080611.03 reads as follows:
