City and County of San Francisco Engineering, Maintenance and Safety Committee (EMSC) Regular Meeting Minutes Wednesday, March 25, 2009 at 4:00 p.m. 1. Call to Order / Roll Call EMSC Members present at Roll Call: Steve Ferrario, Daniel Weaver, Ruth Wheeler and Jamison Wieser EMSC Members absent: Greg Riessen SFMTA CAC Members, not on this committee, but also present: Norman Rolfe 2. Public Comment concerning any issue within the jurisdiction of the Council and not noted on the agenda: None 3. Adopt minutes of February 25, 2009 On motion to adopt the minutes of February 25, 2009: Adopted 4. Report of the Chairman: Dan Weaver Chairman Weaver stated that the EMSC will be changing the regular meeting day to the third Wednesday of the month. 5. Fix Masonic Petition Update: Jessica Lynn Manzi Jessica Lynn Manzi, Associate Engineer, stated that the Fix Masonic group submitted a traffic calming application for the Masonic corridor from Geary Boulevard to Fell Street. Since the corridor overlaps the bicycle route network, the SFMTA anticipates adding a bicycle lane. Masonic Avenue is part of the bicycle Environmental Impact Statement/Environmental Impact Report. The Transportation Authority grant will be applied to the planning process, which is scheduled to begin in April 2009. Other funding sources would need to be identified for construction of the bicycle lane. 6. Historic Fleet Maintenance: Norbert Feyling and Trinh Nguyen Norbert Feyling, Electric Transit Assistant Supervisor, stated that while the maintenance crew for historic vehicles has been affected by attrition, they have maintained the daily car requirement for revenue service. Updating break shoes for the Milan cars has resulted in reduced maintenance hours, road calls and operator frustration. PCCs need major rehabilitation. While Westinghouse parts are available, it is difficult to get General Electric (GE) parts. The Metro machine shop can fabricate discontinued parts. It may be necessary to convert GE propulsion systems to Westinghouse technology. Mr. Feyling reviewed a list of vehicles needing extensive repairs. Trinh Nguyen, Senior Program Manager, Operations, reviewed the seven rehabilitation programs for the vintage fleet. 7. Rail Maintenance Report: John Byrd and Trinh Nguyen John Byrd, Deputy Director, Rail Operations, stated that rail maintenance continues to exceed the daily requirement for revenue service. The combination of high and low platforms is problematic for LRV stairs. Maintenance is embarking on a campaign for sensitive edges. Trinh Nguyen, Senior Program Manager, Operations, stated that eight disabled LRVs require long-term repairs. Mr. Byrd stated that historic cars will be moved to Municipal Metro East facility (MME) during the Geneva Historic Canopy Car Enclosure construction. The Green Division is scheduled to be re-railed in 2010. The MME needs mechanics. Ms. Nguyen stated that money from the Economic Stimulus Plan will be used to replace razor switches. Ms. Nguyen stated that the SFMTA is seeking funding to purchase LRVs for Mission Bay and Central Subway. Steve Ferrario stated that street platforms should be low floor. Since Breda LRVs are obsolete, off-the-shelf low-floor cars should be purchased. Jamison Wieser stated that since the subway is crowded, the J-Church line should be converted to a surface line and serviced with low-floor cars. Mr. Byrd stated that cable car on-time performance has improved from 50% to 70%. While NextBus is problematic for subway service, it is useful for cable car schedule issues. 8. Schedule Upcoming Meetings and Agenda Items Next regular meeting: April 15, 2009, at 1 South Van Ness Avenue, Conference Room 3075, at 4:00 p.m. • Strollers and bicycle policies for BART and other transit systems. 9.
