City and County of San Francisco Finance and Administration Committee Minutes Wednesday, July 21, 2010, at 3:00 p.m. 1. Call to Order Chairman Daniel Murphy called the meeting to order at 3:00 p.m. 2. Roll Call FAC Members present at Roll Call: Griffith Humphrey, Daniel Murphy and Sue Vaughan FAC Members absent: None 3. Announcement of prohibition of sound producing devices during the meeting. 4. Adopt Minutes: On motion to approve the minutes of April 1: unanimously adopted. 5. Report of the Chairman: Daniel Murphy Chairman Murphy stated that because the deadline for submitting ballot measures had passed, the Board of Supervisors was limited to placing one Charter amendment on the ballot. No public comment 6. Public Comment: None. 7. Presentation, discussion and action regarding the Cable Car fare collection audit. (Frank Alejandro) Frank Alejandro, senior operations manager, Transit Services, stated thatthe Controller’s Office audit findings revealed inconsistencies in fare collection and receipt issuance. The SFMTA complied with the recommendations by training, posting of the rules, implementing quality control checks and increasing ticket booth operating hours. No public comment 8. Presentation, discussion and action regarding nexus studies in connection with the impact of transit and automobiles. (Sonali Bose) Sonali Bose, CFO/director, Finance and Information Technology, gave an overview of three nexus studies currently conducted by the SFMTA. 1) A study to expand the Transportation Impact Development Fee (TIDF) to potentially include residential construction and nonprofit organizations. 2) A study to have developers pay a Bike and Pedestrian Fee. 3) A study for an auto trip generation fee (ATG). Sue Vaughan stated that the SFMTA Board of Directors should commission a nexus study regarding the effects of charging a parking stall fee for free, privately owned parking lots. No public comment. Motion: 100721.02 The SFMTA CAC recommends that the SFMTA Board of Directors authorize a nexus study and an economic impact study on charging a stall fee for free, privately owned parking lots. No public comment. On motion regarding a nexus study and economic impact study on charging a stall fee: unanimously adopted. Motion: 100721.03 The SFMTA CAC recommends that the SFMTA Board request that the Board of Supervisors amend the Planning Code to require a finding by the SFMTA as to the impact on transportation, particularly transit, of any additional parking supply being created within the City. No public comment On motion regarding the SFMTA Board of Directors requesting that the Board of Supervisors amend the Planning Code: unanimously adopted. Ayes – Humphrey, Murphy and Vaughan 9. Committee Members’ requests for information. (For discussion only) • Statistics from undercover checks by Cypress Security regarding the number of rides observed and the compliance/non-compliance numbers for fare collection and receipts issued. • An overview of the bicycle and pedestrian program regarding enhanced access in areas such as Twin Peaks and Townsend Street.
