City and County of San Francisco FINAL MINUTES Thursday, February 1, 2007 at 5:30 p.m. 1. Call to Order / Roll Call MTA CAC Members Present at Roll Call: Daniel Murphy (Chair), Mary Burns, Emily Drennen, Griffith Humphrey, Bruce Oka, Norman Rolfe, Dorris Vincent, and Daniel Weaver. MTA CAC Absent: Sue Cauthen, and Joan Downey, Steve Ferrario, Art Cimento, Cesar Perez, and Jamison Wieser. MTA Staff (San Francisco Municipal Railway [MUNI] and Department of Parking and Traffic [DPT]) Present: Bonnie Nelson (Nelson Nygaard), Deborah W. Dennison (MTA – IT), Jim Campbell (MTA Service Planning), Peter Straus (MTA - Planning), Janet Martinsen (MTA CAC Liaison), Senoli Bose (MTA CFO), and Debra Reed (MTA CAC Secretary). Community Representatives Present: David Pilpel 2. Adopt the MTA CAC Minutes of January 24, 2007: Motion to adopt the MTA CAC minutes for January 2007 Emily Drennen. 2nd by Mary Burns CAC passed unanimously (Ayes - Murphy (Chair), Burns, Drennen, Humphrey, Oka, Rolfe, Vincent, and Weaver). 3. Public Comment – Concerning any issue within the jurisdiction of the Council and not noted on the agenda: David Pilpel reported on street closures for track work at West Portal station during the President’s Day holiday weekend. Channel 7 was seeking to get PSR information regarding operators. 4. Report of the Chair: Daniel Murphy (MTA CAC Chair) The MTA CAC will be going on a 3rd Street site tour. A senior/youth/disabled fast pass proposal will be presented before the CAC. An Overhead Wire Replacement Plan for Phase 2 will be presented before the CAC. Staff-Initiated Items5. Proposition E Audit: (Discussion/Action) Bonnie Nelson and Deborah W. Denison Ms. Nelson distributed and reviewed 2 items, a PowerPoint presentation entitled Proposition E: Municipal Transportation Quality Review Summary, which covered the time period of years 2002 to 2004, along with a handout entitled Existing Service Standards Report. A discussion followed including points regarding bus cleanliness, as well as passenger behavior when boarding and exiting busses. Public Comment David Pilpel commented on timetables and use of ATC data. 6. 511 Service Changes: Peter Straus and Jim Campbell (Discussion/Action) MTC representatives Carol Kuester and Jim Macrae were not available for this item. Dorris Vincent asked about the 673-MUNI service. Mr. Straus responded that the upcoming 311 service would replace 673-MUNI. Public Comment David Pilpel commented on the reliability of the voice-actuated 511 service. He felt that the My 511 service was a downgrade. He suggested that the MTA staff should have MTC make a presentation before the CAC prior to the My 511 launch and that the MTA Board of Directors should be urged to maintain the usefulness of the present 511-voice service. Motion: The MTA CAC recommends that the MTA work with the MTC to preserve the availability of NextMuni vehicle arrival times, not just those of pre-selected trips on the 511 telephone service. The MTA CAC further requests that the MTA ask the MTC to present their plans to the MTA CAC prior to elimination of any existing service. 2nd by Mary Burns CAC passed unanimously (Ayes - Murphy (Chair), Burns, Drennen, Humphrey, Oka, Rolfe, Vincent, and Weaver). 7. MTA FY 2006 Budget: Solani Bose Ms. Bose distributed and reviewed 2 handouts: the SFMTA Revenue Summary Proposed 2007-2008 and 2008-2009 Operating Budget dated January 30, 2007, along with the Overview of FY 2007-2008 Proposed Operating Budget and FY 2008-2012 Capital Budget dated January 30, 2007. A discussion ensued including the following points: Mary Burns felt that rates should be raised for neighborhood parking permits (RPP) and handicapped plaques. Ms. Bose responded that it was not under the purview of the MTA to raise rates on RPP and handicapped plaques. Griffith Humphrey asked about parking meter rates. Ms. Bose responded that meter rates were off the table. Norman Rolfe asked about increasing garage rates. Ms. Bose said that Ron Szeto will be doing a presentation regarding garage rates. With the high cost of fare collection and accounting, Mr. Rolfe asked about free fares. Ms. Bose responded that the MTA was studying the possibility. Dan Weaver asked about the yearly deficit. Ms. Bose responded that she felt that Prop K sales tax became a drain due to providing lots of dollars towards Capital expenses however there were no parallel funds for Operation expenses to maintain. She felt that the possibility to split the sales tax funds between Capital and Operations would be more beneficial. CAC discussed various taxation ideas. Public Comment David Pilpel asked about revenue generating ideas. Ms. Bose responded that the MTA Board would discuss revenue-generating ideas in March 2007. Mr. Pilpel was also in favor of additional parking control officers, and part-time bus driving operators. Motion: The MTA CAC recommends that the MTA consider contracting out Fast Pass and Parking Card mailing fulfillments and not charge customers for shipping and handling. Moved by Mary Burns Motion: The MTA CAC recommends that the MTA pursue demand-based pricing of parking meter and garage spaces adjusting prices up and down based on a target vacancy rate. Moved by Dan Weaver Motion: WHEREAS parking control officers are critical for sidewalk parking enforcement, transit performance, neighborhood parking turnover, and agency revenue, The MTA CAC recommends that the MTA pursue a strategy of hiring and training parking control officers more aggressively than the 50 positions proposed by staff. The MTA CAC further recommends that the MTA consider this their highest priority short-term budget solution. Moved by Emily Drennen Motion: The MTA CAC recommends that the MTA adopt the $5.00 increase to parking fines across the board. Moved by Dorris Vincent 2nd by Bruce Oka CAC passed unanimously (Ayes - Murphy (Chair), Burns, Drennen, Humphrey, Oka, Rolfe, Vincent, and Weaver). Motion: The MTA CAC recommends that the MTA adopt the staff recommended hourly and monthly parking garage rate revenue increase as a minimum and study the possibility of increasing rates further to be closer to market rates. Moved by Norman Rolfe Motion: The MTA CAC recommends that the MTA examine the possibility of converting Proposition K money earmarked for Capitol tax money. CAC passed unanimously (Ayes - Murphy (Chair), Burns, Drennen, Humphrey, Oka, Rolfe, Vincent, and Weaver). Council-Initiated Items8. Committee Reports: See Item 9 9. Recommendation from a CAC Committee (Discussion/Action) Motion 112006.03: The MTA CAC recommends that Muni establish an electronic database that contains “lessons learned” about fleet maintenance and operations for future procurement. Joan Downey was not present to present this item. 10. Council Members’ Questions and Comments ¨ What would it take to modify Proposition K to re-allocate proposition funds to Operating as well as Capital money? ¨ Red light camaras do not seem to be working on 19th Avenue and Sloat Blvd. ¨ What is the policy regarding transfer security and vehicle security. A bus driver on the 24 line had been observed leaving the his vehicle opened and unattended with transfer books clearly in passenger view. 11.
