City and County of San Francisco Operations & Customer Service Committee (OCSC) ACTION MINUTES Monday, March 12, 2007 at 3:00 p.m. 1. Call to Order / Roll Call (Agenda Item 1). The regular meeting of the Operations & Customer Service Committee (OCSC) was called to order at 3:42 p.m., Monday, March 12, 2007. Joan Downey (Chair) presided. A quorum was present including the following: OCSC Members Present at Roll Call: Joan Downey (Chair), Daniel Murphy, and Norman Rolfe. OCSC Members absent: Mary Burns, and Sue Cauthen. MTA CAC Members, not on this committee, but also present: MTA Staff (San Francisco Municipal Railway [Muni] and Department of Parking and Traffic [DPT]) Present: Janet Martinsen (MTA CAC Liaison), Deborah W. Denison (MTA), and Debra Reed (MTA CAC Secretary). Community Representatives Present: Edward Mason 2. Adopt Minutes of February 22, 2007: 3. Public Comment – Concerning any issue within the jurisdiction of the Committee and not noted on the agenda: None 4. Report of the Chair: Joan Downey (OCSC Chair) No report presented 5. Service Standards: review Proposition E Audit recommendations (Discussion/Action) OCSC Discussion with staff participation from Deborah W. Denison. Motion: The MTA CAC recommends that the MTA adopt recommendations made by Nelson Nygaard in the Transportation Quality Review recommendation summary figure 7 and Proposition E Municipal Transportation Quality review with the following exceptions: 5A The MTA CAC recommends that the automatic passenger counters be used to track crowding on vehicles. 3B The MTA CAC recommends that the speed goals for Muni vehicles be set by the MTA rather than Muni. 2C The MTA CAC recommends that the employee attrition rate be retained and the measure be changed to less than 1 year rather than 6 months to 1 year. The MTA CAC recommends that a measurement of the length of time it takes to fill a position be added. 1F The MTA CAC recommends that the measure of phone requests for parking enforcement be changed to the percent of requests responded to within 20 minutes. The MTA CAC recommends that instead of having 2 reports that the details of management reports be included in the stakeholder report as an appendix. The MTA CAC recommends that the management summary include schedule adherence for lines that scheduled headways equal to or under 10 minutes and headway adherence for lines with scheduled headways over 10 minutes. The MTA CAC recommends that the annul report include the number of pedestrians, bicyclists, and motorists killed or injured. 2nd by Norman Rolfe Public Comment None 6. Strategic Plan (Discussion/Action) The MTA Board pushed back the Strategic Plan discussion from March until June. Marisa Espinosa was not available for discussion but wishes to reschedule this item for a future meeting. 8. Sidewalk parking press release update (Discussion/Action) Sue Cauthen was not available for this item. Item will be continued. 9.
