Regular Meeting Minutes

1. Call to Order / Roll Call
The meeting was called to order at 3:33 p.m. by Chairman Jamison Wieser.

PMC Members present at Roll Call: Jamison Wieser (Chairman), Emily Drennen and Norman Rolfe.

PMC Members present, but absent at Roll Call: Bruce Oka arrived at 3:33 p.m.

SFMTA CAC Members, not on this committee, but also present: Steve Ferrario

SFMTA staff and other city departments present: John Funghi (Planning), Julie Kirschbaum (Program Manager – Transit Effectiveness Project), Peter Straus (MTA Manager, Transportation Planning & Development), Mike Sallaberry (SFMTA Associate Transportation Engineer), and Debra Reed (SFMTA CAC Secretary)

2. Adopt minutes of November 15, 2007:

Motion to adopt minutes: unanimously approved. (Ayes – Wieser, Drennen and Rolfe, except Bruce Oka – absent)

3. Public Comment concerning any issue within the jurisdiction of the Council and not noted on the agenda: None

4. Report of the Chairman: Jamison Wieser

No report

5. Central Subway Draft EIS/EIR (Discussion/Action) John Funghi and Julie Kirschbaum

Mr. Funghi reviewed a PowerPoint presentation to give a history of the environmental process. There will be significant art contributions for the Union Square/Market Street as and the Chinatown Stations. The RFPs will be issued in May 2008. The final design will start in March of 2009.

Emily Drennen said that placing a station entrance further South at Fourth and Folsom Streets is not a useful way to serve passengers when the pedestrian flow is at Market, also Fourth and Howard Streets.

Chairman Wieser expressed concern that the shorter platform boxes would only accommodate one-car trains. Mr. Funghi said that all three Central Subway Stations would still be able to accommodate two-car trains.

Emily Drennen proposed the following motion:

Motion: WHEREAS, the Central Subway project is the SFMTA’s highest priority capital project and is currently budgeted to cost more than $1 Billion; and

WHEREAS, the Citizens Advisory Council is chartered to provide advice and recommendations to the SFMTA Board,

THEREFORE BE IT RESOLVED THAT the SFMTA CAC urges the SFMTA Board to consider some of our serious concerns and misgivings about this project which include;

a) The station placement and more importantly the number of entrances and exits and their precise locations,

b) The accuracy of the ridership projections,

c) Pedestrian connection between the Powell Street and the proposed Union Square Stations requires a four and a half minute walk, including exiting and reentering the fare gates,

d) The length of station platforms are designed only to accommodate a two-car train and are therefore too short, and will limit future capacity.

The motion was passed unanimously (Ayes – Wieser, Drennen, Oka and Rolfe)

6. Divisadero Planning for Transit (Discussion/Action) Peter Straus and Mike Sallaberry

Mr. Sallaberry reviewed plans for bus bulbs, stop removals, transit-only lanes and peak-hour tow away planning to speed up transit along Divisadero Street.

Chairman Jamison Wieser proposed the following motion:

Motion: The SFMTA CAC supports the concept of the proposed Divisadero Street peak-hour transit lane tow-away zone, bus, and landscape improvements as part of the Greater Streets program and move forward with the proposed testing.

The motion was passed unanimously (Ayes – Wieser, Drennen, Oka and Rolfe)

8. Agenda Planning for the Next Regular Meeting Tentatively Scheduled:

Next regular meeting: February 21, 2008, at 1 South Van Ness Avenue, Conference Room 3075, at 3:30 p.m.

• Combining the Duboce and Church Streets portal project along with the Karl and Cole Streets project – Javad Mirabdahl

• Central Subway Draft EIS/EIR with Joan Kugler from City Planning Department
