Regular Meeting Minutes

1. Call to Order / Roll Call
Chairman Murphy called the meeting to order at 5:33 p.m. 

SFMTA CAC members present at Roll Call:  Mary Burns, Art Cimento, Emily Drennen, Steve Ferrario, Griffith Humphrey, Daniel Murphy, Cesar Perez, Greg Riessen, Norman Rolfe, Dorris Vincent, Daniel Weaver, Ruth Wheeler and Jamison Wieser.

2. Adopt minutes of August 7, 2008: 

On motion to adopt the minutes of August 7, 2008: Adopted:

3. Public Comment concerning any issue within the jurisdiction of the Council and not noted on the agenda: 

Steve Heide, Merced Extension Triangle Neighborhood Association (METNA), stated that St. Charles Avenue was too narrow for bus service.  He suggested using Alemany and John Daly Boulevards as alternatives for the 54-Felton line reroute to the BART station.  Chairman Murphy assigned the topic to the PMC.

Joan Downey arrived at 5:40 p.m.

4. Report of the Chairman: Daniel Murphy

Chairman Murphy stated that recommendations from the Revenue Panel will be ready for discussion later than previously expected.  Meetings will be scheduled to review the recommendations when they are ready.

5. Staff Report (Discussion/Action) Roberta Boomer

Joan Downey reported another accident at Carl and Willard Streets.  Chairman Murphy will assign the “Cross Traffic Does Not Stop” signage topic to a committee for further discussion once the information request #080721-02 has been completed.

Steve Ferrario would like to discuss the final design of the Central Subway.  Mr. Murphy assigned the topic to the EMSC.  Joan Downey would like to discuss the Culture Bus Pilot program.  Chairman Murphy assigned the topic to the OCSC.

Chairman Murphy asked the secretary to call agenda item 8, Recommendation from the Operations and Customer Service Committee.

6. Transit Effectiveness Project (TEP) (Discussion/Action) Julie Kirschbaum

Julie Kirschbaum, TEP Program Manager, stated that the SFMTA Board of Directors will hear the TEP on September 16, 2008.  Staff seeks the Board’s endorsement of the recommendations and authorization to proceed with the environmental review on September 30, 2008. 

Ms. Kirschbaum stated that the core of the TEP is to improve reliability on the existing system; to update Muni routes to benefit the maximum number of customers; and to reduce travel times and delays while maximizing existing resources.  Much of the TEP proposals are budget neutral, but will represent an increasing investment in transit preferential treatment to reduce delays.  The proposal for an enhanced plan is being developed.  This plan will focus on the need for additional resources and flexibility.  The key matrix for analyzing effective line performance will be passengers per revenue hour, fare box recovery and subsidy per route. 

Ms. Kirschbaum stated that over the next couple of months four segments are selected as prototypes for preferential treatment:  Mission Street between 11th and 24th Streets, San Bruno between Silver and Arleta Avenues, the N-Judah line between Judah and Sunset to Carl and Cole Streets, and Market Street between Castro and 1st Streets.  This pilot project will study travel time, stop consolidation and signal retiming.  The Transportation Authority’s previous study of forced right turns at Market Street onto 8th Street and onto 4th Street may be implemented as part of the pilot.

Public Comment

Terry Watson, METNA, stated that her community has consistently asked to have the 54-Felton rerouted.  St. Charles Avenue is too narrow to accommodate bus traffic.  She suggests that the bus terminate at the Balboa Station or take a route along the 280 Freeway from Balboa to Daly City.

Marc Christensen, METNA, stated that establishing the M-Ocean View terminus at the S.F. State University and extending the J-Church to Balboa, neither benefits riders nor reduce travel time.  He suggests running the J-Church to the S.F. State University and continuing the M-Ocean View on its current route to Balboa. 

Mr. Christensen suggested that a stop be established for the 28L-19th Avenue at the S.F. State University and that the route continue along Brotherhood Way and Alemany Boulevard.  He said that the 28L-19th Avenue could make a right turn onto Arch Street and run along the 26-Valencia route to Alemany Boulevard and then continue to the Richmond area. 

Mr. Christensen stated that over the past 20 years, residents have been asking that an additional bus be added to the 54-Felton line.

Howard Wong, a Telegraph Hill stakeholder, stated that seniors, people with disabilities and non-car owners depend on the 39-Coit for service along the steep Telegraph Hill.  While the 39-Coit has the lowest ridership in the city, it has the potential to be a viable line with high ridership by linking to Pier 39, North Beach and the F-Market line. 

Pam Calvert, a Hunters Point stakeholder, stated that headways for the 19-Polk during off-peak hours are approximately 45 minutes.  While the T-Third service is ideal, residents of the Hunters Point and the shipyard have a serious need for service to Third Street.  Increased security would encourage ridership for both the 19-Polk and the 44-O’Shaughnessy.  Ms. Kirschbaum stated that the SFMTA is submitting a request for a grant for additional evening security.  Ms. Kirschbaum stated that one of the TEP recommendations is to establish a 48-Quintara connection between the Hunters Point and the Mission. 

Jamison Wieser stated that there are no fare inspectors assigned outside of the Metro.  Fare inspectors need to be deployed throughout the city.  Ms. Kirschbaum stated that logistics are being worked out.

Jed Lane, Bella Vista Neighbors in Action, stated that his group wants the 36-Teresita to stay on its current route.  Both Bella Vista and Molimo Drive are too narrow to accommodate the proposed route change. 

Joe Sims, a resident of Miraloma Park, stated that the Bella Vista Neighbors in Action group and the Armenian Community both submitted petitions and letters to keep the 36-Teresita on its current route and not to eliminate the highly used stop at Mount Davidson Park.  He said that running transit vehicles along Bella Vista would adversely add to existing traffic complications. 

Annette Reordon, a 36-Teresita patron, stated that the SFMTA’s improvements in vehicle reliability and 20-minute peak-hour headways have stimulated a robust Teresita ridership. 

Dan Weaver moved the following recommendation: 

THE SFMTA CAC Recommends endorsement of the August 2008 staff recommendations for the Transit Effectiveness Project plan.

On motion to endorse the TEP plan: Adopted:
Ayes – Burns, Downey, Drennen, Humphrey, Murphy, Perez, Riessen, Rolfe, Vincent, Weaver, Wheeler and Wieser
Nay – Ferrario
Absent – Cimento

Mr. Ferrario expressed a concern about voting on the motion as a whole, before voting on the CAC's exceptions to the TEP.  He stated that his “no” vote was solely based on this procedural matter, rather than on the content of the TEP itself.

Dan Weaver moved the following recommendation:

The SFMTA CAC recommends that the Transit Effectiveness Project proposal to reroute the J-Church and M-Ocean View lines be excluded from the plan. 

On motion to exclude the J and M lines from the TEP proposal: Adopted:
Ayes – Burns, Downey, Drennen, Ferrario, Perez, Vincent, Weaver and Wheeler
Nayes – Murphy, Humphrey, Riessen, Rolfe and Wieser
Absent – Cimento

Griffith Humphrey and Cesar Perez departed at 8:18 p.m.

Mary Burns moved the following recommendation:

WHEREAS, A significant number of residents in Miraloma Park have voiced concern about the proposed TEP change on the 36-Terisita line due to safety, traffic, ridership and convenience issues; and

WHEREAS, The TEP study has stated that the proposed change will save only two minutes of travel time on the route,

THEREFORE, The SFMTA CAC recommends that the SFMTA not approve the proposed change to the 36-Teresita line that specifically reroutes its course from Reposa and Myra Way, its current route.  Other changes are acceptable.

On motion regarding the 36-Teresita line reroute: Adopted:
Ayes – Burns, Downey, Drennen, Ferrario, Murphy, Rolfe, Vincent, Weaver and Wheeler
Nayes – Riessen and Wieser
Absent – Cimento, Humphrey and Perez

Emily Drennen moved the following recommendation:

WHEREAS, The SFMTA has recently proposed a new E-Line streetcar to increase recreational and tourist access to the Embarcadero; and

WHEREAS, Transit access to our city’s shoreline outside of the Embarcadero is provided only at discrete points at the end of lines,

THEREFORE BE IT RESOLVED, That the SFMTA CAC urges the SFMTA to develop continuous shoreline access, and

BE IT FURTHER RESOLVED, That current bus routes such as the 17, 18, 28, 29 and 30 lines be altered to create a new shoreline access route; and

BE IT FURTHER RESOLVED, That shoreline access in the Southeast area of the city also be developed.

On motion regarding new access to the City’s shorelines:  The motion failed adoption.

Emily Drennen moved the following recommendation:

WHEREAS, The SFMTA staff are currently recommending an extension of the 28L line along Geneva Avenue as part of the TEP enhanced service plan?; and

WHEREAS, Approximately two miles of pavement separates the ends of the K and T lines; and

WHEREAS, Finishing the K/T loop would dramatically improve the usefulness of the existing system while connecting neighborhoods in the Southeast corner of the city, and increase BART system access for Bayview and Hunters Point residents,

THEREFORE BE IT RESOLVED, That the SFMTA CAC strongly urges the SFMTA to include rail development along the two mile stretch between the K and T lines as part of the TEP enhanced service plan proposal, and as part of the SFMTA’s Capital Investment plan.

On motion regarding completing the K/T loop:  Adopted:
Ayes – Burns, Downey, Drennen, Ferrario, Murphy, Riessen, Rolfe, Vincent, Wheeler, Weaver and Wieser
Absent – Cimento, Humphrey and Perez

Greg Riessen departed at 8:40 p.m.

Emily Drennen moved the following recommendation:

The SFMTA CAC urges the SFMTA to remove the 30-block jog along the Sunset Avenue to provide needed additional transit service along 19th Avenue.  The SFMTA CAC further urges the SFMTA to introduce a new inner Sunset route to run along Sunset Avenue.

On motion to reroute the 29-Sunset line: The motion failed adoption.

7. Committee Reports: 

Dan Weaver stated that Michael Kirchanski will provide the CAC the final report from the Hazard Analysis Board on vehicle wraps.

8. Recommendation from a CAC Committee (Discussion/Action)
Operations and Customer Service Committee (OCSC)

Motion 080616.06

The SFMTA CAC recommends that the SFMTA make the Daily Operations report available on the SFMTA’s public website in a timely manner. 

Joan Downey stated that making the Daily Operations report available to the public would improve public understanding.  Art Cimento expressed concern regarding the risk of more information being deleted. 

Chairman Murphy amended the motion to insert the language, “with at least the data currently included in the report except for unique personnel identifiers.”  Without objection Motion 080616.06 reads as follows:

The SFMTA CAC recommends that the SFMTA make the Daily Operations report, with at least the data currently included in the report except for unique personnel identifiers, available on the SFMTA’s public website in a timely manner.

Without objection Chairman Murphy moved to adopt Motion 080616.06 as amended: Adopted: Ayes – Burns, Cimento, Downey, Drennen, Humphrey, Murphy, Perez, Riessen, Rolfe, Vincent, Weaver, Wheeler and Wieser
Nay – Ferrario

9. Committee Members’ Questions/Information Requests: (Discussion)

• Norman Rolfe asked about congestion pricing and how parking revenue can be used to complete the seismic retrofitting of Doyle Drive.  Chairman Murphy assigned the topic to the FAC.

• Mary Burns stated that she caught someone defacing an LRV. The operator refused to wait for the police to take pictures of the graffiti.  Ms. Burns asked about Muni’s policy regarding cooperating with the police when they need to take pictures.

• Dan Weaver stated that operators frequently violated the dead heading rule for streetcars.  Chairman Murphy assigned the topic to the OCSC.
