MINUTES
1. Call to Order:
Vice Chairman Weaver called the meeting to order at 5:34 p.m.
2. Roll Call:

3. Announcement of prohibition of sound producing devices during the meeting.
The CAC Secretary made the announcement.

4. Approval of Minutes:
Council member Vaughan stated that David Pilpel’s comment in item #7 is confusing and would like clarification from him.
Council member Downey stated that she would like clarification of the court house fees from Sonali Bose under item #8.

6. Public Comment:
Edward Mason recommended that the Council should invite VEOLIA to discuss Shop-a-Round. It is a convenient, low-cost shuttle that provides group shopping for seniors and/or disabled riders.
7. Presentation, discussion and possible action regarding proposed FY13 and FY14 service standards. (Travis Fox, Manager, Finance & Information Technology)
Travis Fox discussed proposed changes to the FY13 and FY14 service standards report. Goals for the updated service standards report include: conducting more frequent customer satisfaction surveys, including taxis, bicycles and pedestrians; providing monthly reports; and reporting headway bunches and gaps. Mr. Fox stated that staff is in the process of developing methodology and that the first report would be distributed in August 2012.

8. Presentation, discussion and possible action regarding the FY13 and FY14 Capital and Operating budgets. (Sonali Bose, CFO/Director, Finance & Information Technology)
Sonali Bose discussed the FY13 and FY14 Capital and Operating budget. Ms. Bose stated that: reducing management positions; adding 500-1,000 parking meters; allowing for Sunday metering enforcement; and adding court house fees to citations contributed to balancing the budget. Ms. Bose also provided insight to the SFPD’s role within the SFMTA.
Public Comment:
Edward Mason discussed VTA’s security enforcement. Mr. Mason stated that he is unsure how VTA funds this operation, and wondered if Muni should pursue that type of enforcement action.
9. Discussion and possible action regarding recommendations from the Finance and Administration Committee (FAC).

Council member Vaughan moved that the motion be amended and suggested adding language to extend parking meter hours in commercially busy areas where parking is low and with longer parking duration.

Motion 120202.06
The SFMTA CAC recommends that, if the Board considers charging for transfers or increasing the single cash fare for non-Clipper users, that it opt for the latter option. The SFMTA CAC urges the Board to examine the experience of AC Transit in implementing these options.

Motion 120222.01
WHEREAS, San Francisco is a Transit First City, as established in repeated votes of the people, the SFMTA CAC recommends that the SFMTA Board undertake all possible efforts, including directing the efforts of the agency’s legislative liaison, to preserve federal funding for transit in negotiations over the American Energy and Infrastructure Jobs Act of 2012.
Council member Salomon moved that the motion be amended to include adding language “both capital and operations” before the phrase “to preserve federal funding”.

Motion 120305.01
The SFMTA CAC recommends that the SFMTA Board request from the City Attorney a memo outlining the power of and constraints on of the SFMTA and/or the City and County of San Francisco to regulate and/or charge franchise fees or use fees on tour buses, charter buses, private shuttle buses, private educational institutions’ buses, and commuter buses for payment for use of SFMTA bus stops, blocking transit right-of-way, and blocking bike lanes, and further that the SFMTA Board make this memo public in order to allow policy deliberation by the SFMTA CAC and other interested parties and stakeholders.
Council member Salomon moved that the motion be amended to add language, “idling of parked diesel buses” in the statement after “blocking transit right-of-way”.
Chairman Murphy advised the Council that he does personal business with a company that contracts out buses and inquired if Council had objection to him voting on this motion. Council member Vincent suggested that the Chairman not vote. Chairman Murphy departed the room while the Council voted on this motion.

WHEREAS, San Francisco voters approved Proposition A in November 2007; and,
WHEREAS, Proposition A dedicated 80% of City parking revenues, a sum amounting to $26 million to transit; and,
WHEREAS, In the subsequent budgets since that time, the MTA has authorized “work orders” that sent those new resources out of the MTA at the expense of transit operations; therefore, be it
RESOLVED, That the SFMTA Citizens’ Advisory Council finds that the public support for securing additional needed resources for transit operations requires that the MTA Board of Directors meet its end of the bargain made to the voters in 2007; and, therefore, be it
FINALLY RESOLVED, That the SFMTA Citizens’ Advisory Council urges the MTA Board of Directors to begin to rebuild public trust in the agency’s ability to dedicate new resources to transit operations by ending at least $26 million in work orders so that those dollars can be restored to transit operations as promised to the voters prior to seeking new revenues for transit operations.

The SFMTA CAC recommends that the SFMTA Board work with 311 to channel arrival time requests from 311 to 511, to negotiate a minimal charge for 311 calls which don’t require interaction with a human operator, and to publicize 511 for the types of information requests 511 is able to handle.

Council member Vaughan moved that the motion be amended to include the word “enough” before “grant money” and adding “such that there is no net loss of revenue to the Agency” after “grant money” in the first sentence.

Motion 120305.05
The SFMTA CAC supports the staff proposal for a $2 million reduction in management salaries and benefits.
Chairman Murphy stated that ten managerial positions and two vacant management positions were eliminated to save about $2M a year. Chairman Murphy stated that the FAC thought this was appropriate. Chairman Murphy moved to amend the motion to include correct civil service senior management classification and duties.

- Susan Vaughan requested bike parking plans.
- Mark Ballew requested information regarding the enforcement of ticketing bicyclists who ride on sidewalks, and if so, how many tickets have been issued.
- Marc Salomon requested discussion regarding real time reporting of bicycle/pedestrian collisions be included in monthly service standards reports. Chairman Murphy referred this to the OCSC.
- Susan Vaughan requested the plans for electric vehicle charging stations, including funding; if there are plans to add more; and, who pays the cost.
- Susan Vaughan would like to know if there are procedures for recording police officers rides on Muni and if records are kept.
- Marc Salomon requested information on revenue from moving violations, including how it is distributed.
Public Comment:
Edward Mason stated that VTA provides ECO passes at cost to major employers. San Jose State University provides students with stickers to ride VTA.
