MINUTES

1. Call to Order:


Vice Chairman Weaver called the meeting to order at 5:35 p.m. 
2. Roll Call:

SFMTA CAC members present at Roll Call:  Mark Ballew, Joan Downey,      Steve Ferrario, Katie Haverkamp, Dorris Vincent, Dan Weaver, Roland Wong, and Frank Zepeda

SFMTA CAC members absent at Roll Call: Daniel Murphy and Colbert Tse

SFMTA CAC members absent:  Art Cimento, Marc Salomon, and Susan Vaughan

3. Announcement of prohibition of sound-producing devices during the meeting:

The CAC Secretary made the announcement.

4. Approval of Minutes:

6. Public Comment: 

Charles Rosh commented on BART fare prices for seniors.

Council member Ferrario commented that Mr. Rosh should attend a BART meeting since BART has their own rules, regulations, and definition of age for youth and senior fare pricing.

Daniel Murphy arrived at 5:44 p.m.

Colbert Tse arrived at 5:45 p.m.

7. Presentation, discussion and possible action regarding draft Transportation Demand Management Strategy.  (Timothy Papandreou, Deputy Director, Planning & Policy, Sustainable Streets)

This item was continued to the next meeting.

Public Comment:

None

8. Presentation, discussion and possible action regarding the Waterfront Transportation Assessment. (Peter Albert, Manager and Erin Miller, Project Manager, Urban Planning Initiatives, Sustainable Streets)

Peter Albert discussed the growth of jobs, housing, transit, and development projects along the Waterfront. Mr. Albert discussed lessons learned from the America’s Cup and events, such as Fleet Week, Hardly Strictly Bluegrass and Giants games that occur simultaneously on a weekend.

Public Comment:

Edward Mason commented on the sea level impact on the waterfront; greenhouse gases; and housing growth.

9. Presentation, discussion and possible action regarding the Better Market Street plan. (Andrew Lee, Senior Transportation Planner, Strategic Planning & Policy, Sustainable Streets and Peg Divine, Better Market Street)

Andrew Lee discussed the alternative design plans for Market Street.  Mr. Lee described three alternatives: 1) Market Street Shared Lane; 2) Market Street Bikeway; and 3) Market Street Transit Corridor & Mission Bikeway.  Mr. Lee will update the CAC on the feasibility study after it concludes this summer.

Public Comment:

Edward Mason commented on parklets; bike parking areas; traffic; and vacant buildings.

Joan Downey left at 7:30 p.m.

10. Discussion and possible action regarding recommendations from the Engineering, Maintenance and Safety Committee (EMSC).

Motion 130227.01

The SFMTA CAC recommends that a refreshment program for subway station non-structural components be added to the operating budget of the SFMTA.

                

Council member Weaver discussed the need for upgrades to the Metro station platform areas, lights, benches, painting, and signage.

Council member Vincent moved that the motion be amended to change the word “refreshment” to “refresh”.

11. Committee Members’ request for information. (For discussion only)

  • Dorris Vincent would like to know how many commuter/shuttle buses use Muni stops along the 24 Divisadero route and which stops they are located at.
  • Katie Haverkamp read an article about the $9.1 million being taken from the operating budget to be used for the Central Subway boring machine.  Ms. Haverkamp would like to know if there are safeguards in place to prevent  general funds to be used on other parts of the system.
  • Sue Vaughan would like to know how many young people have signed up for the Free Muni for Youth program as of March 1st.  Ms. Vaughan would like to know if there are plans to increase enrollment.
  • Sue Vaughan would like to know the impact of sequester on operating and capital expenses.
  • Sue Vaughan would like to know if there are plans to run Muni on a “special service” schedule during Spring Break, and if so, who made the decision and what is the process for notifying the public.  If there is a special service schedule during Spring Break, what guarantee will there be to not reduce service by five percent or more.
  • Sue Vaughan would like a list of all work orders related to the America’s Cup to determine the impact of the America’s Cup on the SFMTA.
