Thursday, October 4, 2012, at 5:30 p.m. MINUTES 1. Call to Order: Chairman Murphy called the meeting to order at 6:47 p.m. 2. Roll Call: SFMTA CAC members present at Roll Call: Mark Ballew, Joan Downey, Katie Haverkamp, Daniel Murphy, Marc Salomon, Colbert Tse, Susan Vaughan, and Frank Zepeda SFMTA CAC members absent at Roll Call: None SFMTA CAC members absent: Art Cimento, Steve Ferrario, Dorris Vincent, Dan Weaver, and Roland Wong 3. Announcement of prohibition of sound-producing devices during the meeting. The CAC Secretary made the announcement. 4. Approval of Minutes: Public Comment: None On motion to approve the minutes of September 6, 2012: Approved Ayes –Ballew, Downey, Haverkamp, Murphy, Salomon, Tse, Vaughan, and Zepeda Nayes – None Absent – Cimento, Ferrario, Vincent, Weaver, and Wong 5. Report of the Chair (For discussion only): Chairman Murphy welcomed Colbert Tse as a new member. Mr. Tse, Supervisor Chiu’s appointee, described his background. 6. Public Comment: Mark Miller discussed the On-Street Parking Management Policy. Mr. Miller stated that the SFMTA Board passed the policy without staff presentation or discussion and requested that the CAC re-visit the policy. Jamie Whitaker discussed the On-Street Parking Management Policy. Mr. Whitaker stated that the policy does not address policies or changes to his neighborhood and urged the CAC to look into this. David Pilpel commented that Bruce Oka was recommended for the Sunshine Ordinance Task Force and Dan Weaver was considered for the Balboa Park CAC. Chairman Murphy recommended that the On-Street Management Parking Policy be discussed at the next EMSC meeting. 7. Presentation, discussion and possible action regarding the Church Street Transit Only Lane and 76X Marin Headlands Express TEP Pilot Programs (Sean Kennedy, TEP Manager, Transit Services) Sean Kennedy discussed the Church Street Transit only lane and the 76X Marin Headlands Express pilot programs. Objectives of the pilot projects include: improving service reliability; reducing delays; and delivering a cost-effective service. Mr. Kennedy discussed improvements that will be made along Church & 16th Street to Church Street & Duboce Avenue. Improvements to Church Street include left-hand turn restrictions and colored bike lanes. Mr. Kennedy discussed the operation of the 76X Marin Headlands line. This route is unique since it operates only on Sundays. Improvements to this route will include removing stops in each direction and adding Saturday service. PUBLIC COMMENT: Edward Mason commented about the paint used for marking bike lanes. Jamie Whitaker commented about bus service in the South of Market area. Mr. Whitaker suggested that the Golden Gate National Recreation Area (GGNRA) pay for the 76X Marin Headland Express bus to on Saturdays and Sundays. David Pilpel commented about staff’s outreach to passengers who ride the 19 Polk line. Motion 121004.01 The SFMTA CAC recommends that both the Church Street Transit Only Lane and 76X Marin Headlands Express TEP Pilot projects proceed as presented. The SFMTA CAC requests that staff report back to the SFMTA CAC quarterly on their findings, and at the end of the pilot project. The SFMTA CAC recommends that TEP staff use other appropriate TEP tools on the Church Street project, including transit preferential signals. The SFMTA CAC recommends that the Agency take into account the safety of all modes of transit flowing through the Duboce and Church intersection, whether through signage or traffic signals. The SFMTA CAC recommends that the Agency report back on the possibility of selecting a low-income community as a destination for a second run of the 76X Marin Headlands Express. On motion to approve Motion 121004.01: Approved Ayes –Ballew, Downey, Haverkamp, Murphy, Salomon, Tse, Vaughan, and Zepeda Nayes – None Absent – Cimento, Ferrario, Vincent, Weaver, and Wong Motion 121004.02 The SFMTA CAC recommends that a higher-ridership line be chosen for the next TEP pilot project. On motion to approve Motion 121004.02: Approved Ayes –Ballew, Downey, Haverkamp, Murphy, Salomon, Tse, Vaughan, and Zepeda Nayes – None Absent – Cimento, Ferrario, Vincent, Weaver, and Wong 8. Presentation, discussion and possible action regarding the Private- Employer Shuttle Policy Development. (Carli Paine, TDM Project Manager, Transportation Planning & Policy, Sustainable Streets) Carli Paine discussed private-employer shuttle buses. Staff is in the process of developing policy procedures for curb use for employer shuttles. Private-employer shuttle providers do not have to register their vehicles with the SFMTA, but must register their vehicles with the California Public Utilities Commission. A grant funded through the Metropolitan Transportation Commission (MTC) will allow staff to explore various actions for clear curb usage for private-employer shuttles. Public Comment: Edward Mason commented on private commuter shuttle buses. Mr. Mason suggested that the SFMTA charge a $50 daily fee to employer shuttle providers that use Muni bus stops. Mr. Mason also suggested centralized pick-up points for these shuttle buses. 9. Discussion and possible action regarding recommendations from the Operations and Customer Service Committee (OCSC). Motion 120911.01 The SFMTA CAC recommends that sidewalk parking laws be enforced not just against cars that leave less than four feet of direct-line travel room for pedestrians, but instead, against any car being more than one foot into the sidewalk. On motion to approve Motion 120911.01: Approved Ayes – Ballew, Downey, Haverkamp, Murphy, Salomon, Tse, Vaughan, and Zepeda Nayes – None Absent – Cimento, Ferrario, Vincent, Weaver, and Wong Motion 120911.02 The SFMTA CAC recommends that the Agency expand its operator training capacity in order to meet the long-term operator needs of the Agency, even to the understood short-term detriment to service that might result from shifting personnel from operator to trainer positions. The SFMTA CAC also recommends the Agency make adoption of policies and systems to decrease trainee washout rates a higher priority. The SFMTA CAC recommends the Agency investigate whether simulator training would be cost-effective, and whether purchasing simulator equipment in conjunction with other regional transit agencies would make sense. The SFMTA CAC recommends that operators receive more hands-on training in boarding and de-boarding passengers with disabilities, using actual passengers with disabilities. On motion to approve Motion 120911.02: Approved Ayes – Ballew, Downey, Haverkamp, Murphy, Salomon, Tse, Vaughan, and Zepeda Nayes – None Absent – Cimento, Ferrario, Vincent, Weaver, and Wong Motion 120911.03 The SFMTA CAC recommends that graffiti in Muni tunnels and property be removed within seventy-two hours of being reported, the same standard applied to property owners in the City.
