MINUTES
1. Call to Order:
Chairman Murphy called the meeting to order at 5:44 p.m.
2. Roll Call:

3. Announcement of prohibition of sound-producing devices during the meeting.
The CAC Secretary made the announcement.
4. Approval of Minutes:

Edward Mason suggested that his comment for item #8 be modified to read as follows: “Edward Mason commented on the infill of housing and growth of population in the Church Street neighborhood”.

6. Motion to amend the CAC’s Rules of Order, Article IV – Meetings, Section 2, regarding the meeting room for the CAC regular meetings
The Council approved the change of the meeting room for CAC meetings from the 3rd floor Civic Center conference room to the 7th floor Union Square conference room.

7. Public Comment:
Edward Mason commented on the Transportation Sustainability Program.
8. Presentation, discussion and possible action regarding the S.F. Civil Grand Jury’s report, entitled, “Better MUNI Service Needed, Without Switchbacks: An Investigation into the San Francisco Municipal Transportation Agency” (John Haley, Director, Transit Services)
John Haley discussed staff’s response to the S.F. Civil Grand Jury report. Mr. Haley stated various scenarios as to why switchbacks have occurred and principal findings and reasons switchbacks are done.
Council member Ferrario commented on the CAC’s involvement in responding to the report. Council member Ferrario suggested that the CAC’s response reflect the SFMTA’s response to the Grand Jury. Council member Downey stated she agreed with Council member Ferrario’s suggestion.
Council member Salomon commented on the S. F. Grand Jury’s Finding 3: “No evidence that switchbacks improves service” and Finding 5: “Switchbacks are not used by other transit systems in their day-to-day operations”.
Chairman Murphy concurred with Council member Ferrario and proposed that he will draft a cover letter on behalf of the CAC with their recommendations to the S.F. Grand Jury.

Motion 120906.01
The SFMTA CAC urges the SFMTA to specifically examine switchback policy on days with inclement weather given the discomfort of waiting in the rain.

9. Presentation, discussion and possible action regarding the draft policies for On-Street Parking Management. (Jay Primus, SFpark Manager, Finance & Information Technology)
(This item was continued from the August 2, 2012 meeting)
Jay Primus summarized the draft policies that will be presented to the SFMTA Board on September 18. The draft policies summarize specific guidelines for where the SFMTA uses its three primary parking management tools: parking meters, residential parking permits, and time limits (without parking meters). Mr. Primus stated that the policy is not new, but is being provided for transparency and clarity in parking management and to improve customer communication.
Chairman Murphy suggested drafting a motion to recommend the Agency consider changing the title of the document. Council member Ferrario commented that the policy does not replace existing laws and regulations, but summarizes what already exists.
Public Comment:
Mark Miller stated that he was glad the policy existed, but expressed his concerns on zoning and its description. Mr. Miller believes that the document is misstating information in certain residential areas.

The SFMTA CAC urges the SFMTA to consider the draft policies for On-Street Parking Management, with the understanding that it does not amend or modify existing parking policies or practices, nor modify code. The SFMTA CAC further recommends that the document be retitled for reflective collection of existing policies and practices and not a set of policies being adopted. In cases where the document codifies existing practices, staff should empirically document that these are in fact, past practices before the SFMTA Board adopts the document.

10. Committee Members’ request for information. (For discussion only)
- Steve Ferrario stated that there was a public hearing regarding painting the concrete red for transit vehicles only on Church Street at 16th & Duboce Street and would like to know why this was not brought to the CAC’s attention.
- Steve Ferrario stated that exterior doors are being replaced at the north side at the Church and Castro Street stations. Mr. Ferrario stated that these doors were replaced a year ago and he would like to know why they are under construction again and who is paying the cost.
- Roland Wong stated that he received an email from Accessible Services regarding a public hearing on September 26 for improving the corridor along Polk Street. Mr. Wong would like to suggest the CAC be a part of this project.
- Joan Downey stated that in Golden Gate Park between the De Young Museum and JFK Drive there are now two bike lanes, one on the street next to the sidewalk and one on the sidewalk. Ms. Downey would like to know if there are plans to remove the bike lane on the sidewalk.
- Joan Downey would like to know who is responsible between the for bulb outs located on Carl and Cole Streets by Stanyan Street between the merchants or the SFMTA.
- Mark Ballew would like to know the graffiti removal policy for Muni bus stops and stations.
