MINUTES OF THE FEBRUARY 8, 2007 MEETING (ACTION ITEM)

The Committee (with the exception of the Taxi Commission, who abstained) adopted the Minutes.

PUBLIC COMMENT

Members of the public may address ISCOTT members on matters that are within ISCOTT’s purview and are not on today’s agenda.

No public comment.

CONSENT CALENDAR (ACTION ITEM)

All matters hereunder constitute a consent calendar are considered to be routine by ISCOTT and will be acted upon by a single vote. There will be no separate discussion of these items unless a member of the Committee or if the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item.

1. Broderick, Eddy and Ellis Streets and Saint Josephs Avenue - Truck and Bus Restriction

DPT recommends amending the Police and Traffic Codes to establish a bus and weight restriction on:

A. St. Josephs Avenue between O'Farrell and Turk Streets;

B. Broderick Street, between O'Farrell and Turk Streets;

C. Eddy Street, between Divisadero Street and St. Josephs Avenue; and

D. Ellis Street, between Divisadero Street and St. Josephs Avenue.

2. Elizabeth Street, 300 block - Tow-Away, No Parking Anytime

DPT recommends a public hearing to consider rescinding “No Parking Anytime” and establishing “Tow-Away, No Parking Anytime” on Elizabeth Street, north side.

3. Lincoln Way and 30th Avenue - No Parking Anytime

DPT recommends establishing a "No Parking Anytime" on Lincoln Way, south side, from 30th Avenue to 22 feet westerly (a 22-foot zone).

4. Minnesota Street side of 1415 Indiana Street - Unmetered Motorcycle Parking

DPT recommends holding a public hearing to consider the installation of two unmetered motorcycle parking spaces from 2 feet to 9 feet north of the Minnesota Street driveway for 1415 Indiana Street.

5. Silver Avenue and Quesada Avenue - Red Zones

DPT recommends a public hearing to consider establishing two 15-foot visibility red zones on Silver Avenue, south and north sides, from Quesada Avenue to 15feet westerly and easterly respectively (a pair of 15-foot zones).

6. Noriega Street and 21st Avenue - STOP Signs

DPT recommends stopping Noriega Street at 21st Avenue making this intersection and All-Way STOP.

a) The sponsor pays for the cost of advance signing of Larkin Street;

b) The sponsor establishes a disgnated area to allow bicyclists to lock their bikes and will periodically monitor it;

c) Payment for services must be paid 30 days in advance;

d) The sponsor conducts a mandatory meeting with food vendors at least two weeks in advance;

e) The sponsor pays for the cost of three PCO’s for both event days, 8 AM to 8 PM.

2. Mission Street at 1st and 2nd Street – Muni Bus Line 10 Reroute

MTA recommends establishing the following changes permanently and under Section 33.1 of the Traffic Code:

A. “Tow-Away No Stopping Anytime,” Mission Street, south side, from 2nd Street to 46 feet easterly;

B. Metered Yellow Commercial Loading, Mission Street, south side, from 46feet to 90 feet east of 2nd Street;

C. “Right Lane Must Turn Right Except Busest,” Mission Street, eastbound, between 1st and 2nd Street (replaces 7 AM to 7 PM Transit lane); and

D. “Multiple Right Turn Lane for Muni Only,” Mission Street, eastbound, at 1stStreet (to establish option for Muni buses to turn right from left lane).

ISCOTT APPROVED a 6-month trial.

3. Buchanan Street at Hermann Street - Left Lane Must Turn Left

DPT recommends a public hearing to consider establishing a "Left Lane Must Turn Left" regulation on northbound Buchanan Street at Hermann Street.

APPROVED.

4. Unit and 100 Blocks Florentine Street - One-Way Street

DPT recommends a public hearing to consider establishing a One-Way regulation on Florentine Street, eastbound, from Mission Street to Brunswick Street.

APPROVED.

5. 400 Howard Street (Natoma Street Side) - Overwide Driveway

DPW presents a request for a 75-foot long overwide driveway on the south side of Natoma Street, approximately 48 feet west of 1st Street.

APPROVED.

6. 23rd Street, east of Michigan Street - Major Encroachment

DPW presents a request to install an underground cable across 23rd Street.

APPROVED.

7. Minnesota Street, 900 Block – Perpendicular Parking

DPT recommends a public hearing to consider establishing one of the following options under Section 33.1 of the Traffic Code for about 18 months (due to building construction):

A. Establishing 90-degree parking on Minnesota Street, east side, from 20thStreet and 391 feet southerly and rescinding 90-degree parking on Minnesota Street, west side, from 20th and 391 feet southerly (net loss of 24spaces during construction); or

B. Establish 90-degree parking on Minnesota Street, east side, from 20th Street to 22nd Street and rescinding 90-degree parking on Minnesota Street, west side, between 20th and 22nd Streets (net loss of 17 spaces during construction).

8. Van Ness Avenue, between Fell and Market Streets – Median

DPT presents DPW proposal to landscape and widen center median island on Van Ness Avenue between Fell and Market Streets.
