Call to order: A meeting of the San Francisco Municipal Transportation Agency's Multi-modal Accessibility Advisory Committee was held at the offices of the San Francisco Municipal Transportation Agency on April 19, 2012. The meeting convened at 1 p.m., SFMTA Staff Mr. West presiding, and Mr. Wong, Secretary.

Members in attendance: Les Clark, Ed Evans, Jessica Ellis, Marc Grossman, Miro Kielbus, David Longa, Jeanne Lynch, Bruce Morgan, Roland Wong, Byron Yan, Jean Kempf, Randall Glock

Approval of Minutes: Motion was made by Mr. Glock and seconded to approve the minutes from the March 15, 2012 meeting as written. Motion Carried.

Changes to the RTC and Senior Clipper Card Programs

Ms. Williams updated the SFMTA MAAC on changes to the Senior and RTC Clipper Cards. These changes include extending the term of the RTC Card from a maximum of 3 years to a maximum of 5 years. They also include transitioning all seniors onto the Senior Clipper Card.

Member Comments on this item:

Mr. Kielbus: Many seniors prefer a card with their photo on it. Can we look at adding a photo to the Senior Clipper Card?

Mr. Glock: I agree we should look at having a photo on the Senior Clipper Card. In general I do like the idea of extending the RTC card to be valid for a maximum of 5 years.

Recommendations for the N Judah and recommended lane configurations for the Inner Mission Corridor

For the N Judah:

The TTRP Working Group is divided on the proposed removal of the stop on Funston at Judah. This stop is adjacent to St. Anne’s Church, which also has a school for grades k through 8. There is also an Andronico’s Market on Funston at Irving.

Currently motorists picking up their children from school block the train, and if this stop were removed, motorists could have a The TTRP Working Group is divided on the proposed removal of the stop on Funston at designated loading zone adjacent to the church, which would allow the train a clear path past the church.

Crossing guards are also stationed at this location during school hours. If this stop were removed, the train would still be required to stop at this intersection when children were crossing the street.

We would like to ask the SFMTA MAAC to vote on the following three recommendations:

1. Support the proposed recommendation to remove the stop on Judah at Funston, keep the stop on Judah at 12th, consider a traffic calming treatment for the intersection on Judah at 12th and add a recommendation for a dedicated loading zone adjacent to the church.

2. Remove the stop on Judah at 12th, keep the stop on Judah at Funston and consider a traffic calming treatment for the intersection on Judah at Funston.

3. Do not remove either stop and keep conditions as they currently are.

Motion was made by Mr. Evans to keep the stop on Judah at 12th and the stop on Judah at Funston.

The TTRP Working Group has the following concerns with the proposals:

1. There are two small senior communities on Lincoln at 3rd and Lincoln at 8th. We have concerns that if the proposed stop consolidation at 5th / 6th and Irving were to occur, residents may be forced to walk two additional blocks to access the N Judah. Residents may find that if they use the two existing stops on Irving at 2nd and Irving at 9th the distance to the N Judah has not changed, however without knowing the exact location of these two communities, it is hard to judge the impacts of this proposal.

We support he proposed consolidation, but ask SFMTA Staff to confirm the location of these two senior communities and the impact that this proposal will have on these two communities.

2. We support the creation and extension of boarding islands so that every island is 8 feet wide and 160 feet long. This will enable every island to serve two car trains. It will also allow buses serving this route to deploy their lift at all N Line stops, which will improve service for riders of the N Owl and Nx Lines, as well as any bus substitutions.

We have concerns that these islands will not be visible to motorists. We recommend that all islands have a barrier, or other such highly distinguishable treatment so as to allow motorists to see them better.

We also recommend that every island be equipped with rails such as found on the island stop along Market Street. These railings not only serve to protect customers from passing motorists, but also prove useful to blind passengers in helping them to distinguish where the island ends and the street begins. They are also often used to lean against when waiting for the train.

3. We support the proposed treatment for the stop at Judah at Sunset. However, motorist truing from Sunset onto Judah often turn wide, and we have concerns that the location of the two boarding islands could be in the path of turning motorist. We recommend that no turn be allowed form Sunset to Judah in both directions so as to address this issue.

Mr. Wong, representing the SFMTA TTRP Working Group made a motion to support the proposed TTRP recommendations for the N Judah with the following modifications:

1. That Staff confirm the location of the two senior communities on Lincoln at 3rd and Lincoln at 8th, evaluate the impacts that the proposed consolidated stop on Irving at 5th/ 6th will have on these two communities and communicate that back to the SFMTA MAAC so that the SFMT MAAC may form a final recommendation on this proposed treatment.

2. Design all boarding islands so that they are highly visible to motorists and equip each boarding island with the same railing treatment as found on the current boarding island along Market Street.

3. Place turns restrictions on Sunset at Judah so that motorists may not turn onto Judah from Sunset in either direction.

4. Signalize (and add Transit Signal Priority) the intersection of Judah and 31st Avenue.

5. Encourage that any newly constructed islands to include a high level ramped platform.

For the Inner Mission Corridor:

The TTRP Working group prefers option number 3. We feel that this option best addresses the desire to move transit quickly down the Inner Mission corridor while still preserving parking and commercial loading zones.

Mr. Wong, representing the SFMTA MAAC TTRP Working Group made a motion to support the SFMTA piloting the striping of Mission Street between Duboce and Ceasar Chavez as depicted in the stripping diagram for option 3.
