ORDER OF BUSINESS 1. Call to Order President Nolan called the meeting to order at 2:02 p.m. 2. Roll Call Present:
3. Announcement of prohibition of sound producing devices during the meeting. President Nolan announced that the ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at the meeting. He advised that any person responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices might be removed from the meeting. He also advised that cell phones that are set on “vibrate” cause microphone interference and requested that they be placed in the “off” position. 4. Communications None. 5. THE FOLLOWING MATTERS BEFORE THE PARKING AUTHORITY COMMISSION ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR/CEO OR CITY ATTORNEY WHERE APPLICABLE. EXPLANATORY DOCUMENTS FOR ALL CALENDAR ITEMS ARE AVAILABLE FOR REVIEW AT 1 SOUTH VAN NESS AVE. 7th FLOOR. REGULAR CALENDAR 8. Presentation and Discussion regarding the status of the Request for Proposals for parking garage management. (No explanatory documents) (Bond Yee) Bond Yee, Director, Sustainable Streets presented the staff report. PUBLIC COMMENT: Fred Bekele, Convenient Parking, stated that he believed San Francisco was a city of opportunity and after 15 years, his company finally won a garage contract. He has been told by the SFMTA that all bids would be rejected. Mr. Bekele feels that the argument used for the rejection does not hold water. He requested that this decision be reconsidered. Commissioner Heinicke arrived. Ward Thomas, Impco, stated that they would like to see the process move forward because rebidding these contracts will cost the SFMTA and bidders thousands of dollars. Everybody had positive proposals with little difference between bids. Staff looked at all possible scenarios and felt the process was fair and transparent. David Mark stated that he has been certified by the Human Rights Commission and has been looking forward to this opportunity to work. He asked the SFMTA to reconsider awarding these contracts. Dennis Hayes stated that Mr. Bekele won the contract fair and square in a transparent process but now, behind closed doors, there’s a new procedure. Craig Martin, Convenient Parking, discussed the correspondence that he provided to the Commission. The winning bidders teamed up to satisfy the needs of the City. The City wants local businesses to participate but something has stopped the process. They have been told that the SFMTA has to cast a wider net. Marlene Aron, stated that Mr. Bekele is respected and hardworking and feels that it is unfair and unjust to pull the contract from under him. She asked the SFMTA to uphold its’ original decision. Sennie Bennett stated that small businesses create jobs. Mr. Bekele has hired several small businesses to assist him with the management of parking garages. He is efficient and well organized. Charlie Walker stated that every time a black person is involved with a contract, something goes wrong. This is the same thing that happened at BART a few weeks ago. African Americans get less than one-half of one percent of the money. There’s something wrong with the process. Exec. Director/CEO Ford stated that staff would bring the item back on February 2nd with a recommendation about the best course of action to move forward with maximum participation and achieve economies of scale.
