ORDER OF BUSINESS

1.  Call to Order

President McCray called the meeting to order at 2:11 p.m.

2.  Roll Call

3.  Announcement of prohibition of sound producing devices during the meeting.

President McCray announced that the ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at the meeting.  He advised that any person responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices might be removed from the meeting. He also advised that cell phones that are set on “vibrate” cause microphone interference and requested that they be placed in the “off” position.

5.  Introduction of New or Unfinished Business by Commissioners

None.

6.  Director’s Report (For discussion only)

Amit Kothari, Director, Off-Street Parking provided an update on the Performing Arts garage expansion activities.

7.  Public Comment

Karen Ames expressed appreciation to Mr. Ford and Mr. Kothari for their cooperation regarding the expansion of the Performing Arts garage.  She stated that the arts organizations are pleased that the RFP is moving forward.  Many surface lots in Hayes Valley will be sold and developed in the next two years.  They won’t be available for parking for visitors.  The arts organizations look forward to working staff. 

THE FOLLOWING MATTERS BEFORE THE PARKING AUTHORITY COMMISSION ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR/CEO OR CITY ATTORNEY WHERE APPLICABLE.  EXPLANATORY DOCUMENTS FOR ALL CALENDAR ITEMS ARE AVAILABLE FOR REVIEW AT 1 SOUTH VAN NESS AVE. 7th FLOOR.

REGULAR CALENDAR

8. Authorizing the SFMTA Executive Director/CEO to exercise discretion in setting “early-bird” parking rates and the days and hours in which said rates are in effect at the Moscone Center Garage, but said rates shall not be less than $8 and not more than $12 per day. (Explanatory documents include a staff report and resolution.) (Amit Kothari)

PUBLIC COMMENT:

Norm Rolfe stated that there shouldn’t be any “early-bird” parking rates.  It encourages people to drive.  Mr. Rolfe urged the Board to not have early-bird rates at all.  People should use public transportation.
