 ORDER OF BUSINESS

1.  Call to Order

The meeting was called to order by Chairman Beach at 9:07 a.m.

2.  Roll Call

3. Approval of Minutes

On motion to approve the minutes of the August 11, 2009 Regular Meeting: unanimously approved.

4. Executive Director’s Report

No report.

5. Public Comment

Victoria Lansdown expressed concern that the recent reorganization buried taxis under another layer of bureaucracy.  They are being treated like someone’s unwanted stepchild and they should have a voice.

Francoise Spiegelman stated that taxis need their own department.  The director engages cab drivers and listens to their concerns and it is important for that to continue.

David Perlin stated that it is essential that taxi drivers be represented by a commission of agency of their own.  Ms. Hayashi has been working closely with drivers.  She is knowledgeable about the industry and is engaged with us. 

Ed Healy expressed opposition to the reorganization.  It goes against Prop K and lumps taxi drivers with other unrelated entities.  Cab drivers are an integral part of the city’s transportation system and should be treated as such. 

Carl Macmurdo suggested that the recent reorganization be addressed at the next Board meeting.  Ms. Hayashi is very conscientious.  The perception is that she’s been disempowered and that the industry has been demoted. 

Jane Bolig, Desoto Cab Coop, expressed agreement with the previous comments and called it rare when the industry comes together as they have in opposition to the reorganization plan.

Mark Gruberg stated that UTW agrees with the rest of the industry about the reorganization and asked that taxis continue to be treated as a separate department.  Taxis deserve to be treated on par with other depts.  Mr. Gruberg expressed hope that the taxi industry and drivers would be treated with the respect they deserve.

Brian Browne expressed appreciation for how Ms. Hayashi has treated cab drivers.

Barry Korengold stated that he’s upset that taxis are being folded into another department and are being buried deeper.  Their issues deserve more attention and they deserve to have their own division.

Christopher Fulkerson expressed concern that the SFMTA will administer by fiat rather than through dialogue at public meetings. 

6. Discussion of upcoming SFMTA Board/Parking Authority Commission items. (No explanatory documents.)

  • Taxicab medallions

Christiane Hayashi, director, Taxis and Accessible Services presented the staff report.
