SFMTA BOARD OF DIRECTORS VOTES TO ENDORSE PLAN TO TRANSFORM MUNI

Transit Effectiveness Project (TEP) Goal is to Make Muni

More Reliable and Convenient

San FranciscoThe San Francisco Municipal Transportation Agency (SFMTA) Board of Directors today voted unanimously to endorse the plan outlined in the Transit Effectiveness Project (TEP), the first comprehensive review of Muni in a generation.  The TEP would transform Muni by adjusting more than half of the system’s routes and lines to better serve current and potential Muni customers. 

Reliability improvements, delay reduction efforts and related pilot projects will continue in the months ahead, while route and line changes could be implemented as early as July 2009, depending on the extent of the required environmental assessment.

“Today’s vote represents a key milestone in the effort to improve public transportation in San Francisco,” said Mayor Gavin Newsom.  “A better Muni is better for the environment and moves us closer to fulfilling our promise as a Transit First city.”

The TEP plan is projected to increase the number of daily boardings on Muni by 70,000, or 10 percent, by 2015, in large part by adding capacity and frequency to the busiest lines and routes.  It will also make San Francisco greener by eliminating 60,000 miles of auto trips each day.  The TEP would result in a shorter wait for at least 75 percent of peak period customers and 50 percent of midday customers.

Ford, Sr., SFMTA Executive Director/CEO.  “The TEP is the future of Muni, and with all of your help, that future is looking brighter than ever before.”

The action taken by the SFMTA Board of Directors today came after the Board heard extensive public comment at its September 16, 2008 meeting.  An Ad Hoc Committee of the Board was formed to make additional recommendations for the plan based on the public input, and those recommendations were incorporated before today’s vote.   The TEP is a joint project of the SFMTA and the Controller’s Office.  The draft TEP recommendations were released in February 2008, and a revised set of proposals was put forth in August of this year. 

Over the course of the project, TEP staff developed the plan with the help of thousands of Muni customers, community members, employees and other stakeholders.  In addition to conducting the most rigorous technical analysis ever of Muni, the TEP team held 18 public workshops, over 100 community briefings and numerous employee roundtable discussions. The project experienced 20,000 unique hits to its Web site and received over 4,500 comments.

The TEP also seeks to address Muni’s structural budget deficit by making service more efficient and by reducing traffic congestion and pollution by getting people out of their cars and attracting new customers to Muni.  Though the TEP recommendations are designed to be budget neutral, the project also includes an “enhanced plan” to shape the agency’s possible investment in expanded service should increased funding be identified.
