The San Francisco Municipal Transportation Agency (SFMTA) seeks public input to close an ongoing shortfall in the Fiscal Year (FY)* 2010 budget and to balance the FY 2011 and FY 2012 two-year budget.

Overview

The SFMTA Board of Directors confronts significant budget deficits for both the current fiscal year (FY 2010) and the next two-year budget cycle (FYs 2011 and 2012).  The severe economic downturn that began in the fall of 2008, combined with longstanding budget problems at the state level, has reduced the resources available to provide transportation services, including Muni.

FY 2010 at a glance: In FY 2010 the SFMTA still faces a current-year $16.9 million shortfall, even after position eliminations, layoffs and other cost-cutting measures that began last November.  The $16.9 million shortfall must be bridged soon in order to achieve the needed savings.

The SFMTA Board will consider adoption of the proposals at its Feb. 26 meeting (new rescheduled date). Most of the proposals under consideration are both painful and unpopular.

Fare, fee and fine increases and Muni service: Proposed solutions to the FY 2010 shortfall include Muni fare and parking fee and fine increases as well as Muni service reductions that would reduce the frequency on many Muni routes and lines and end some routes earlier.

Looking ahead to FY 2011 and FY 2012: San Francisco’s Charter requires the SFMTA Board of Directors to approve a balanced two-year budget for FY 2011 and FY 2012 by May 1. At the March 2 meeting of the Board of Directors the Board heard proposed solutions.

As of the Jan. 29 SFMTA Board meeting, the projected deficits for FY 2011 and FY 2012 are $52.7 and $45.3 million.  However, those deficits would be much greater if the SFMTA Board of Directors does not approve the proposed actions to close the current year shortfall.
