An important part of Transit Effectiveness Project’s (TEP) service evaluation has been to measure the efficacy of Muni service by studying the ridership of each route. The San Francisco Municipal Transportation Agency (SFMTA) used Automatic Passenger Counter (APC) devices to see exactly where the system is succeeding and where it is falling short of customer demand. APC devices employ infrared sensors and Global Positioning System (GPS) technology to capture information on exactly where and through which door customers are boarding vehicles, where vehicles are slowing down, and how many people are riding the system throughout the day.
The SFMTA equipped 10 percent of Muni’s bus fleet with APC devices. Muni’s schedule department worked closely with division dispatchers to deploy APC equipped buses to sample all trips at least once, with an average number of five samples per scheduled trip.To avoid unusual peaks in ridership, an effort was made to sample trips only when the previous trip was filled, though this was not always feasible. Data from multiple samples for the same trip was averaged. In addition, Muni’s ridecheck staff manually surveyed Muni Metro light rail and trolley vehicles during the same period to obtain comparable data on those modes.
The TEP data collection methodology represents a departure from SFMTA’s historical ridership data collection and is still currently under review. While SMFTA is willing to share this data with interested parties, users of this data should understand that the data is still being validated and that the data collection methodology has not been officially endorsed for submission to the Federal Transit Administration’s National Transit Database. Under no circumstances shall the City and County of San Francisco be liable for any actions taken or omissions made from reliance on any information contained herein from whatever source, nor shall the City and County be liable for any other consequences from any such reliance.
